第一节美国的金融机构体系
一、美国金融机构体系主要组成部分
1.联邦储备系统（中央银行体系）
美国的联邦储备系统是根据1913年《联邦储备法》建立的，该系统由三级金融机构组成：
（1）联邦储备委员会。它是联邦储备系统的最高决策机构，有权独立制定和执行货币政策。美联储由7名理事组成。（2）差联储公开市场委员会。在联邦这一级的机构中，美联储系统还设立美联储公开市场委员会，由联邦储备委员会的7名委员加上5名各区的联邦储备银行行长（由12家联邦储备银行行长轮流担任，其中纽约联邦储备银行行长为常任成员）共12人组成，它是联邦储备系统中负责进行公开市场买卖证券业务的最高决策机构。此外，还设立顾问委员会。（3）联邦储备银行。美国将全国划分为12个联邦储备区，在每一个储备区内设立一家联邦储备银行，作为该储备区的中央银行。根据《联邦储备法》的规定，所有向联邦政府注册的商业银行（即国民银行）必须参加美国联邦储备系统。向州政府注册的州银行可自由选择是否加入联邦储备系统。
2.商业银行
美国的商业银行可分为两大类：第一类就是国民银行，即根据1863年《国民银行法》向联邦政府注册的商业银行，一般而言这类银行都是规模较大、资金实力雄厚的银行；第二类是根据各州的银行法案向各州政府注册的商业银行，一般称之为州立银行。这类银行一般规模不大。外资银行可以选择注册机构，注册后受该机构的监管。中国银行纽约分行选择在货币监理署（OCC）注册，并成为国民银行；而中国工商银行纽约分行则选择纽约州政府作为注册机构，受州政府银行监管当局监管。从名义上看，中行在中国是大型国有商业银行，在美国也是国民商业银行的地位；从实质上看，工商行受地方政府监管，将面对较宽松和友善的监管环境，因此，各有利弊。

“次贷”、“两房”等昔日闻所未闻的词汇频频出现在中国的报纸和电视新闻中。由于经济的日趋全球化，一些只有美国才有的金融产品，已日渐被国人关注。如果对美国商业银行的基本产品和管理思想以及监管和法律体系没有初步的了解，即使是专业人士也很难用一两句话解释清楚“次贷”和“两房”。美国的商业银行为消费者和企业提供了哪些金融产品？他们是如何管理这些产品的？政府监管部门充当了什么样的角色？以及美国商业银行在成功和失败的背后总结了哪些经验和教训，这些经验和教训对中国的商业银行的经营管理有哪些启示？
为中国银行服务的16年中，笔者有幸在香港培训了1年，在纽约工作了4年半。每次在新的环境下，我都渴望找到一本能够深入浅出地介绍当地银行业基础知识的工具书。书店和图书馆的相关书籍不可谓不多、不全，但辞典类书籍通常是由学者编著，通用性强，专业性和实用性差；管理类书籍通常是业内人士编著，开篇即讲自己所处环境下的问题及其解决办法，写作前提也是读者了解的背景知识。我曾在一个金融英语论坛担任版主近1年半，深刻了解业内人士对正确理解金融英语词汇，并把所学知识运用到工作中的渴望。
基于上述考虑，笔者利用在中行纽约分行紧张的工作之余，搜集了当地最基础性的银行辞典，参考了监管当局大量指导性文献，并结合自己的工作实践，用了近3年时间编写了这本旨在让读者了解美国商业银行基础知识的词汇手册。由于篇幅所限，一些较复杂的业务介绍未能在本书中完全展开，作者在个人博客中进行了一定的补充。
