第十三章国家领导人（1981—1984）
在80年代，中国乃至整个国际社会都一致认定，邓小平是中国的国家领导人。然而，这个地位与他所担任的职务并不相称。他不是党的主席或总书记，也不是政府首脑，更没有像刘少奇一样担任国家主席，他的地位来自他的权威，而这种权威源于他过去的经历、领导才能以及随着时间的推移他作为一名决策者、发言人和设计师所取得的成就。
“文化大革命”结束时，1958年至1966年间政治局的七名常委只剩下了邓小平和陈云。那段时间（以及更早以前）陈云的地位一直比邓小平高。但陈云没有邓小平在“文化大革命”初期对抗陈伯达、康生及1975年对抗“四人帮”那种声望。他乐于避开众人的注意，在幕后施加他的影响，因而，一般老百姓对他没有太深的印象。在其他一些经历过“文化大革命”的高层人物，如彭真、叶剑英、李先念，都缺少邓小平那种威望和经验。另外，叶剑英比邓小平年长7岁。逮捕“四人帮”前，叶剑英和李先念都表示坚决支持华国锋。倘若他们知道后来要反对华，他们或许会改变当初的做法。
作为一名领导者，邓小平的风格与毛泽东截然不同。毛泽总是高高在上地与他的同事保持一定的距离，邓小平则和他们打成一片；毛泽东善于掩饰自己，经常隐藏自己的真正感觉，邓小平则尽可能地把自己的观点表述清楚；毛泽东常处理抽象事物，邓小平则喜欢处理具体的事情，即便阐述一些原则问题时，亦是这样。邓小平的领导风范已不仅仅是风格问题。他有远见且实干，他能够并且已经按照自己的思路设计了中国未来的发展蓝图。当一个问题出现时，他不是等待和观望，而是立即采取行动加以解决。他待人严厉但不残酷。政治局对华国锋作出结论后，他没有组织新闻媒体毁坏华的声誉，更没把他投入监狱；1987年初，他坚持胡耀邦辞去总书记的职务，但允许他继续留任政治局常委。另一方面，在处理曾在1976年那段黑暗的日子中帮助过他的高级领导干部问题时，邓小平也绝不心慈手软。1982年，他要求韦国清辞去人民解放军总政治部主任一职，因为韦国清安排(或是容许)军方机关报刊出一篇文章，攻击“文化圈的某些负责同志”。在许世友公开表示他反对为刘少奇平反后，邓小平也安排他退出政治局。
与毛泽东和华国锋不同，邓小平坚决抵制建立对他的个人崇拜，他的这一思想可追溯到1956年。他允许甚至可以说是鼓励国家出版社以文选的形式出版他的讲话；允许专业和省级出版社出版他另外一些讲话和有关他军事生涯的一些故事。但是，他不允许在公共场所悬挂他的画像或竖立他的雕像，不允许在任何文章或讲话中夸大他的作用。人们总是称他为“邓小平主席”或“邓小平同志”，而不是什么“英明领袖”（如华国锋）或“导师”和“舵手”（如毛泽东）。跟毛泽东和华国锋一样，邓小平强烈反对建立对他的个人崇拜。
作为一名决策者，邓小平有两项优点：他看得很远，而且他规定，所有的计划和提议都应该先试试看行不行得通。就前者来讲，他遵循的是列宁主义传统与中国政治的传统。在其早期的政治生涯中，也曾遵循毛泽东的作法。1930年代，毛泽东主张党和军队要与国民党和日本人进行一场持久战。邓小平则更进一步。他所设定的一些政治和经济目标，有的他生前或许可以看到，有的可以肯定他这辈子根本看不到。例如，他很乐意把1997年定为香港回归中国的日期，把本世纪末和下个世纪中叶分别定为党和政府实现其经济目标的日期。同多党制国家的政治领导人相比，邓小平有条件把眼光放得更远。但是他不一定非要这么做。许多共产党领导人并没有看得这样远。对可行性进行实验是与邓小平在反对华国锋时使用的口号“实事求是”“实践是检验真理的唯一标准”相一致的。坚持这两个口号并不意味着他放弃了社会主义，而表明在他的思想中，社会主义（以及共产主义）是与繁荣富强相联系的（这是马克思的观点），他要用各种方法来实现这一繁荣富强。他不想让那些没有参与过社会与经济实践只是在办公室中勾画蓝图的人来实现他的计划，也正因为如此，一些非共产主义作家称他为实用主义者，或实践派。
邓小平国际上的威望来自于他所积极参与的外交活动。在这点上，他远远超过了毛泽东。1978年，也就是他对华国锋的态度由小心监视转变为公开挑战这一年，他频繁出国访问。冬天，他访问了缅甸、尼泊尔、泰国、马来西亚、新加坡和朝鲜。1979年1月访美期间，他显示出了杰出的公关才能。在德州的赛马盛会上，他欣然戴上一顶大牛仔帽，给美国人留下了美好的印象，在美国的报纸上很出风头。年底，他出访了日本，再次显示出一位微笑大使的风度，掀起一股“邓旋风”。

在和外宾的谈话中，邓小平一再谈到三个主题。第一，“文化大革命”的动乱已经成为过去，今后不会再发生。第二，中国的发展需要有一个和平的国际环境，中国愿为维护世界和平而努力。第三，中国需要向其他国家学习，但中国要保持政治和经济上的独立。中国不会屈服于任何外来的压力，也不会将自己置于容易受到压力的境地。
