Author Description

杜军，首都经济贸易大学经济学院副教授，经济学博士，主要从事宏观经济理论与政策研究。主要学术兼职有：全国日本经济学会理事，教育部留学回国人员科研启动基金评审委员会评审专家。近年来，主持和参与过多项课题的研究，已学术专著三部，在学术刊物和国际性学术会议上发表论文六十余篇。

《新兴工业国家资源约束与经济增长问题研究》：
（二）环境约束对产业集聚发展的影响分析
从经济学原理分析，环境的破坏本质上就是因为环境资源成本的高度外部化。从广义上来理解环境就是一种资源，而且有些环境一旦遭到破坏就很难再恢复，在很大程度上具有不可再生性，产业集聚尤其是工业集聚必须要投入环境资源，集聚不可能不影响环境。由于环境资源的成本几乎是高度外部化的，也就是说企业滥用环境资源并不需要自身承担费用，而是把这种费用转移给了社会，因此企业利用环境资源基本是免费或者价格低廉的，这就会导致企业过度使用环境资源而丝毫不顾因此而带来的环境破坏。
在政府日益强调环境保护的背景下，企业排放污染环境问题受到了极大的关注。为了控制污染排放，政府设定了排放总量，再根据企业规模大小分配排放许可证。这种政策实际上就是将环境资源的外部成本中的一部分转移为企业内部成本，一旦企业超过了规定的排放量就会为额外使用的环境资源付出高昂的代价，从而将高度外部化的环境资源成本内部化，当企业觉得利用环境资源得不偿失或者无法支付费用时将会使得企业放弃排放，部分企业可能因此破产倒闭。
我们也应该认识到环境保护与产业聚集尤其是工业聚集之间存在的替代关系，这意味着工业要发展到一定程度上就会不得不牺牲环境。将环境保护投资所形成的环境质量看做是一种产品时，其与工业产品也就具有一定的替代关系。当过度地重视环境保护而忽视目前企业的技术及经济规模时，产业集聚发展就会受到一定的阻碍。但是忽略环境保护一味强调经济发展，那么也就失去了发展本身的意义。因此环境约束下，政府应该在环境质量产品与工业产品之间进行权衡，以达到环境保护与产业集聚协调发展的最佳模式。环境保护与产业集聚关系可以用下图进行表示。
