对外贸易经营者应凭加盖备案登记印章的“对外贸易经营者备案登记表”在30日内到当地主管国家税务机关依法办理税务登记。税务登记是税务机关对从事生产、经营的纳税人的经济活动进行登记并据此对纳税人实施税务管理的一种法定制度，是税务机关对纳税人实施税收管理的首要环节和基础工作，是征纳双方法律关系成立的依据和证明。所以，了解税务登记管理的有关规定，熟悉并掌握办理税务登记的程序和手续，对对外贸易经营者来说十分必要的。
一、税务登记内容
（一）开业税务登记程序
开业税务登记是从事生产、经营的纳税人，包括企业、个体工商户和从事生产、经营的事业单位，在规定的时间内，持有关证件向生产经营所在地的税务机关申报办理税务登记。其程序如下：
1．税务登记申请
对外贸易经营者到当地主管税务机关或指定的税务登记办理处，填报“申请税务登记报告书”，并随附下列证件和资料：
（1）营业执照或其他核准执业证件；
（2）有关合同、章程、协议书；
（3）银行账号证明；
（4）法定代表人、负责人、纳税人本人的居民身份证、护照或者其他证明身份的合法证件；
（5）组织机构统一代码证书；
（6）住所与经营场所的使用证明；
（7）税务机关要求提供的其他证件资料。
