Book Abstract

3.1.1 美国市政债券的演变阶段
美国市政债券的发展大致经历了内战前、内战后至1910年、1910～1956年和1956年后四个阶段。①
1.第一阶段：内战前
这是市政债券的初始阶段，以州政府负债需求为主。19世纪20年代，美国许多州都致力于发展各自经济，主要是修建公路和开通运河等基础设施。1825年，纽约州筹资修建伊利运河的成功，使得其他州都纷纷修建运河。这段时期，投资于运河建设的资金共达1.88亿美元，其中多数来自州和地方金库，约占总资金量的73％，而州和地方政府提供的投资资金主要是来源于州政府对国外投资者发行的债券。②这个时期主要是州政府发行市政债券，而地方政府参与的比较少。相应的，19世纪40年代以前州政府的负债需求及债务就明显大于地方政府。1843年，州政府的负债总额为2.31亿美元，而地方政府债务仅为2750万美元。但随着经济的萧条和债务的增多以及部分运河的效益不理想，很多州政府陷入了债务危机，政府信用受到巨大冲击，发行债券也受到很大打击，市政债券的发展也陷入低谷。
2.第二阶段：内战后至1910年
这是市政债券的发展阶段。这个阶段的显著特点是地方政府的债券迅猛发展，而州政府的债券发展则相对较慢。这是因为19世纪40年代前后的危机使得州政府的信用严重受损，地方政府的信用则相对提高，在投资者看来，地方政府的市政债券比州政府发行的债券更加可靠和安全。同时，随着美国经济的持续发展，美国的工业化脚步不断加快，城市人口大量增加，城市规模明显扩大，仅仅依靠州政府来解决城市建设资金已经不能满足需求。在这个背景下，各州纷纷通过立法，允许地方政府为铁路和运河等基础设施提供资金。地方政府尤其是一些城市不断通过发行债券来筹集资金用于市政公共建设。截至1912年，地方政府债务余额已经达到34.7 6亿美元，比1860年增长了16倍，而这个时期州政府债务仅增加约1／3。
3.第三阶段：1910～1956年
这个阶段为州政府债券和地方政府债券同步快速发展阶段。20世纪最初的20年是美国历史上经济社会发展非常快的时期，经济快速增长，城市化水平迅速提升。这个时期的一个突出特点是汽车工业的迅猛发展。随着20世纪汽车工业的发展，汽车在美国家庭的普及，居民对市内街道、跨区公路的需求越来越大，这促使美国州政府和地方政府加大高速公路和公共交通的投入，这些资金的来源主要是市政债券的发行。

Introduction

应邀为周沅帆博士的著作《城投债——中国式市政债券》作序，初看书稿后感触颇深。周博士作为信用评级公司的高管，直接为众多地方投融资平台公司融资进行信用评级，通过工作实践的积累，在比较研究各国市政债券制度安排的基础上，产生了对中国市政债券制度建设和发展的系统总结与思考，并提出了一些值得重视的建议和意见。此书的出版，对中国市政债券制度的建设与完善，改进城投债发行监管，防范城投债风险及其风险外溢，促进城投债——中国式市政债券的健康发展，更好地服务于国家基础设施建设，毫无疑问将具有十分积极的意义。
我本人所服务的国家发改委财政金融司，直接负责企业债券发行的审核与监管。近年来，地方政府投融资平台公司发行的“城投债”占企业债券发行数量的比例明显上升，相应也带来了对地方政府债务风险的担忧。虽然我国政府累计债务的规模不断扩大，但占国内生产总值的比重与大多数西方国家相比，还处在相对安全的范围，短期内出现系统性风险的可能性不大。但这并不意味着我们无须关注并采取措施，加强地方政府的债务风险管理和相关制度建设。为此，我们结合企业债券的监管实践，对如何规范发展中国的市政债券，也作了初步思考，形成一些不成熟的想法和文字。其中一些想法，或将在今后的债券发行管理工作中进行探索性实施。经与周沅帆博士商量，专以为序，供读者一并参考。
1978年我国城镇人口占总人口比例为17.9％，2009年达到46.6％，平均每年提高0.92个百分点。而2000年年底到2009年年底，我国城市化率从36.22％提高到46.6％，平均每年提高1.15个百分点，城镇人口平均每年增加1800万人。据有关测算，按照2002年的价格水平，每增加1个城市人口，需要基础设施投资9万元，按每年增加1800万人计算，我国每年需要新增的城市基础设施投资就达到16200亿元。我国城乡差距仍然巨大，城乡居民之间的相对收入差距就高达3.3倍，农业与非农产业的比较收益差距也非常大，这种差距就是城市化的动力。这决定了未来20年仍将是我国城市化快速发展的时期，必须从制度上开辟长期稳定的资金来源渠道，以满足地方政府的城市建设投融资需要。
