张国宝，男，1944年11月19日出生，浙江人。西安交通大学机械工程系工学硕士，高级工程师，国家能源委员会专家咨询委员会主任、国家能源局原局长。1966年4月加入中国共产党。历任陕西汽车齿轮厂技术员、工程师、高级工程师，机械工业部汽车局技术处科长，国务院外国专家局、国家计划委员会机械电子局机械处、综合处处长，国家机电轻纺投资公司担任处长、国家计划委员会投资司副司长、国家计划委员会副秘书长，国家发改委副主任，能源局局长等职。。郑新立，男，1945年2月生，河南省唐河县人。经济学硕士，研究员，著名经济学家。现任中共中央政策研究室副主任，中国国际经济交流中心常务副理事长，中国工业经济学会会长，中国社会科学院研究生院政府政策系博士生导师，中国国际经济交流中心博士后工作站指导老师，国家信息中心博士后工作站指导老师。主要研究领域为宏观经济理论与政策。

景春梅，女，1977年出生，内蒙古阿拉善人。经济学博士，中国国际经济交流中心助理研究员。1999年9月-2006年7月，从教于北方民族大学商学院；2003-2006年，西北大学经济管理学院，经济学硕士；2006-2009年，中国社会科学院研究生院，经济学博士。从事宏观经济及能源经济领域的研究。参与完成中央“十二五”重大课题多项，教育部、国家发改委、国家电监会等省部级课题及中国国际经济交流基金项目等近20项，公开发表论文100余篇。

Introduction

序一燃气价格改革是当前天然气行业最紧迫最困难的任务

天然气作为一种清洁和能便利使用的能源，虽然在中国已有上千年的使用历史，但真正较大规模作为一种能源使用还是本世纪的事，仅有十几年的历史。由于天然气的优越性，其消费量迅速增加。一些城市资源量供应不足，一时成为天然气推广应用中的主要障碍。2013年我国能源消费增长减缓，石油、煤炭、电力等主要能源产品的增长率均降为一位数的低速增长，只有天然气消费量仍取得13.9%的两位数增长率，进口增长25%，可谓是一枝独秀。目前中国已成为世界第三大天然气消费国，但天然气在中国的能源结构中仅占5.8%，与发达国家天然气平均占24%的结构相比，存在很大的增长空间。特别是中国煤炭比重过高，许多城市遭受雾霾困扰，人们要求增加天然气使用比例的呼声很高。近年来我国建设西气东输工程，扩大天然气产能，并辅之以煤制气；在国际合作中扩大从中亚的天然气进口，建成了A、B、C三条管线，D线已开工建设；与土库曼斯坦签订了年供气量达680亿立方米的供气协议；中缅天然气管道开始供气；先后与俄罗斯达成了东线和西线供气协议，年供气量将达到680亿立方米。我国沿海诸省也增加了从国外进口的液化天然气（LNG)，天然气资源量不足的问题得以缓解，影响扩大天然气使用范围的主要障碍已经转为价格机制问题。可以说燃气价格改革是当前天然气行业最紧迫，也是最困难的任务。
中国天然气价格机制从一开始就有着计划经济的痕迹，分为计划内价格和市场价格。计划内价格明显低于市场价格，各地每年都积极争取计划内指标，随后国家逐步缩减了计划内指标，并使计划内价格向市场价格靠拢。现在气价仍受到政府价格部门的严格管制。天然气作为一种商品，应受价值规律调节；但它一旦进入家庭，又具有了公用事业性质，就需要履行普遍服务义务。我国在定价时往往优先考虑天然气的公用事业性质，乃至人们习惯于把它作为一种社会公共福利，即使企业亏损，财政负担沉重，国家也难以下决心调整气价。同时，亚洲国家由于承受着比欧美更高的气价，天然气的价格较煤炭过于昂贵，燃气发电成本比煤炭要高出一倍。在中国，城市燃气占比最大，但用于发电的比例仅为18%，除调峰外很难作为基本负荷使用，这影响了天然气市场的发展。如何建立合理的天然气价格机制关乎天然气在中国能否得到合理的使用。本课题正是承担了这一关键性问题的研究，受到了城市燃气部门、价格政策部门和能源管理部门的高度关注。
本课题在研究中认真调研了世界主要国家或地区的天然气定价政策和改革进程。由于国情不同、发展阶段不同、资源禀赋不同，各国或地区采取的价格政策也有很大的差异，我国不可能照搬别国的经验。就以中国香港的阶梯气价为例，用得越多价格就越便宜，但在内地可能很难采用这样的价格政策。各国或地区天然气价格监管改革的路径虽有差异，但是有一条主线，即放开上游生产和进口，让气源实现充分供给，同时赋予终端用户更多的选择权，这基本上是各国或地区通行的做法。在我国是否放开价格的政府管制是一个两难选择，但正如习近平总书记在中央财经领导小组听取能源问题汇报时所讲，要还能源的商品属性。天然气的价格改革方向也必须是循着还天然气的商品属性这一方向才有出路。
本课题提出的核心建议是：“放开适合竞争环节的价格管制，限制自然垄断环节业务，并加强监管，加强储备调控”，“在生产环节取消井口价格的管制，实现燃气供给主体多元化”，具体路径改革应该“放开两头，管住中间”。“管住中间”是指国家对燃气主输配系统，即中游管网进行监管。天然气价格最终应体现商品的价值，其中包括环保价值，取消双轨制，从政府补贴、企业亏损的“怪圈”中走出来。
我国下游供气已经实现多元化，除所在城市公用事业部门外，新奥、港华、昆仑、华润、中国燃气等民营、外资、国有企业都进入了下游供气环节。上游和中游虽已有民营和地方国有企业进入，但总体上仍是由三大石油天然气央企控制。如果中游管道独立出来还有困难，可以先采取成立独立核算管道分公司的办法。
研究成果的价值应体现在实际应用上，希望本研究成果对天然气价格形成机制改革有所裨益。

序二城市燃气价格改革牵一发而动全身

2015年，继电力体制改革后，油气改革将成为我国全面深化改革路线图中的亮点之一。相较于国内成品油价格改革，国内天然气价格改革呼声更大。随着国内存量气价和增量气价实现并轨，天然气价格改革将进一步深化，这就会触及气价改革的核心——价格形成机制。作为天然气价格改革的关键一环，下游城市燃气价格改革牵一发而动全身，对倒逼上游体制改革起到重要的推动作用。同其他改革一样，城市燃气价格改革首先要确定改革的目标和方向，即改到哪里去的问题。这既要摸清楚我们需要什么，也需要观察他人的实际做法。换句话说，城市燃气价格改革需要顶层设计，更应做好政策储备。
从当前形势看，为尽快适应我国提高天然气比重的战略部署和供需形势的新变化，天然气市场化改革正在提速，未来天然气必将在我国能源消费中扮演越来越重要的角色。2014年，我国天然气表观消费量达到1830亿立方米，占一次能源消费总量的比重达到6.3%。按照国家的规划，到2020年天然气占一次能源消费总量的比重要达到10%以上。要实现这一目标，意味着中国对天然气的需求量还会大幅攀升，用气领域将进一步扩大，同时天然气进口依存度将逐步走高。在此情形下，之前政府对城市燃气的管制定价已不再适应“气化中国”的形势要求，并制约了城市燃气行业的持续健康发展。无论是经营者、使用者还是政策制定者，都认清了形势和发展中所存在的问题，并开始探求城市燃气价格改革的方案和路径。令人欣慰的是，随着十八届三中全会精神的深入人心，简政放权、坚定不移地推进市场化改革，也将成为天然气行业改革的主旋律。中国城市燃气协会（以下简称“中燃协”）自1988年成立以来一直致力于推动城市燃气行业体制改革，努力服务于国家战略和行业实际需要，充分发挥其作为政府与企业之间的桥梁的作用，每年主办国际国内燃气技术设备研讨会，促进国际燃气行业的合作和交流；同时，组织开展城市燃气行业改革研讨，并以问题为导向开展各方面的政策研究，获得了丰硕的研究成果，在推动中国燃气事业进步、提高燃气行业管理水平等方面得到了国家有关部门和全行业的认可。2013年中燃协委托中国国际经济交流中心并与之一起开展的“城市燃气价格改革问题研究”的课题成果，是协会组织或委托研究课题优秀成果中的典型代表，这也是促成本书的基础。
本书是难得的探索城市燃气价格改革的佳作。在课题研究的一年时间中，课题组通过多次调研和座谈，深入了解国内燃气行业面临的价格问题和政策困境，并专程赴法国、德国、意大利及日本的燃气监管机构和企业进行了考察，取得了不少难得的一手资料，为全面、客观地研究我国燃气价格体制提供了有益的启示。从个人理解看，该书的突出观点不是就价格谈价格，就下游谈下游，而是从全产业链的视角，系统探讨了燃气价格改革的根本性问题。在借鉴国际经验的基础上，该书提出了针对全产业链和长短期目标相结合的一整套燃气价格改革方案，指出改革后燃气产业应当形成“放开两头，管住中间”的监管模式和“X+1+X”的市场竞争模式。对政策制定者来说，这些建议是符合中国天然气市场化改革取向的，具有重要的决策参考价值。
天然气价格改革任重而道远。本书提供了城市燃气价格改革可供借鉴的初步方案，有些观点可能仍需要我们进一步研讨深化，但希望本书能给行业决策者以价值参考，给燃气行业实践者以深刻启迪，使他们在所从事的伟大事业中凝聚共识、砥砺前行。
