2007年开始的经济危机以及其后发生的以占领华尔街运动为代表的“占领”运动，很大程度上表现出当前经济思想的混乱和失败，以及人们对此的失望和绝望。美联储是美国的中央银行，美元又具有世界货币的作用。对美国联邦储备体系进行研究具有典型意义。客观分析以美联储为代表的中央银行的运作，对于了解经济危机的发生过程、揭示经济危机的根源，是一个有力的抓手。
但美联储确实是一个比较神秘的机构。它既是一个确确实实的政府机构，又是一个私人所有的中央银行。既被“阴谋论者”等人指斥为金融资本家剥削人民和国家的工具，担负着巨大的恶名；又实际上维系着美国乃至一定程度上世界金融的“稳定”，被另一些人歌颂为成就显著。本书主要根据美国联邦储备法等关于美联储的主要法律、美联储的历史表现、具有最大逻辑一致性的经济理论及美联储本身发展的逻辑，对美联储加以简要评论。在此基础上，作者对人类货币制度进行了归纳总结和展望。
国内包括译著在内关于美联储的著作，多是从历史或纪实角度。前者如陈明的《美国联邦储备体系的历史渊源》（中国社会科学出版社），后者如威廉？格雷德的《美联储》（中国友谊出版公司）。尚无从制度角度讲述美联储的专著。
当前社会上的出版物对美联储缺乏较为科学严谨的分析，有的关于美联储的著作则涉及“阴谋论”，没有从经济理论和经济制度出发，虽有较大社会影响，但不为学界接受。
同时，国内《美国联邦储备法案》的中文译本也十分罕见，上世纪90年代曾有人翻译过70年代的美国联邦储备法案，目前已十分过时。此次金融危机后，美国对联邦储备法案又作了较大幅度修改。本书作者根据美联储官网最新版本，将其译为中文。

蒋豪，经济、法律学者，全国人大外事委员会原条法处处长，曾主持编辑《全国人大常委决定批准或加入的条约和重要协定概览》等。现任中银律师事务所律师、中国政法大学法律硕士学院兼职教授。

《美联储的制度基础：美国联邦储备体系评论》：
根据《联邦储备法案》，联邦储备体系理事会由7名理事组成。理事经参议院建议并同意，由总统任命。理事的任期长达14年，不能按总统意愿免职，期满后也不会再被任命。这样就能避免总统和国会对理事施加影响，可以独立决定采取某种货币政策。理事的任命被有意错开了，每个偶数年的1月31日就会有一个理事的任期届满。总统还指定7名理事会中的一人为联邦储备理事会主席，任期4年，但和总统的4年任期不一致，这样一来新当选总统要等两年后才能任命新主席。有人可能提出疑问，格林斯潘担任联邦储备理事会主席达18年半，远超过14年的任期，是否有违制度？其实不然，美联储主席和副主席的任期为4年，可在他们的理事任期内连任。如果理事在任职期满前离职，其继任者除任满前任未满的任期外，还可以再次任满一个完整的任期。格林斯潘最初就任美联储主席时，承接了前任保罗·沃尔克尚未结束的任期，他自己的美联储理事任期是从1992年2月1日到2006年1月31日。任期最长的理事会主席并不是格林斯潘，而是威廉·麦克切斯尼·马丁，自1951到1970年间任理事会主席，而他担任理事则总共长达28年。
最初的《联邦储备法案》规定由总统任命联邦储备局的总裁和一名副总裁。2010年7月21日，美国总统奥巴马签署的《多德—弗兰克法案》为理事会增设了一位分管监督的副主席，以提高美联储的监管能力，表明国会对加强金融监管的重视。
