Author Description

约翰·梅纳德·凯恩斯，英国经济学家，1883年生于英国剑桥，其父亲约翰·内维尔·凯恩斯为剑桥大学哲学和政治经济学教授，其母亲弗洛伦丝·埃达·凯恩斯曾任剑桥市市长。凯恩斯曾师从艾尔弗雷德·马歇尔学习经济学，但*终以《论概率》一书取得数学博士学位。20世纪20年代，凯恩斯因在《<凡尔赛和约>的经济后果》中反对西方国家在*一次世界大战后的经济政策而备受瞩目，成为当时闻名世界的经济学家。1936年，面对大萧条，凯恩斯写出《就业、利息和货币通论》，一反传统的经济学教条，主张政府应该积*干预经济，运用财政与货币政策对抗经济危机，史称“凯恩斯革命”。虽然凯恩斯于1946年4月去世，但他参与了第二次世界大战后世界经济体系的创建，而凯恩斯经济学则成为了20世纪下半叶世界各国政府经济政策的指导思想，影响至今不息。

显然，法国绝对不会同意这样的解决方案。不过让我们姑且有悖常理地假设法国竟然同意了这样的方案。在这种情况下，不管道威斯计划执行或进展得是否顺利，从理论上来说，英美两国已经没有什么利害关系可言。法国变成了唯一的利益相关方——这种相关不仅在于它是一个债权人而且还在于它是一个保证人，必须对任何缺额负责补齐。
贝尔福备忘录容易招致极力反对，从其本质而言是必然的结果。这源于这份备忘录的基本精神，即德国付出得越少，法国就将付出越多；也就是说，法国越是无力支付，就越要它多所付出。无论是从外交还是从财政上看，都不得不说这是一种颠倒之举。这种情况无法让我们获得分文；而作为法德之间的调和人，我们这点外交上的权威，也会陷于无地。我们的外交部固然威信扫地，好端端一锅肉汤，白白地浪费掉不说，财政部甚至连个味儿也没闻到，真应了那句老话：羊肉没吃着，空惹了一身羊骚。
因此，贝尔福备忘录从原则上就是要不得的。除非反其道而行之，遵循与这份备忘录完全相反的原则，即德国付出越少时法国付出也应当越少，如此方能取得切实可行之法。法国所支出的跟德国所支出的，必须是在相同的方向而不是相反的方向之下进行变动。我近期所提的建议，依据的正是这个原则，法国的支出应当是它从德国所得金额的一个比例部分。根据目前的报道，法国借克里蒙梭之口表达的主张，所依据的正是这个原则。我建议，法国的支出可以占它从德国获得的收入的三分之一。在对美条件相等这样的假定下，据闻克里蒙梭提出的数字，大概是我提出的数字的一半。但是这并不是说他所提出的就不再有商量的余地，此后为了在这样的原则下求得问题的解决，这一比例还可酌情提高，这都是未尝不可的事情。
