Author Description

作者雅克·米斯特拉尔（Jacques Mistral），法国著名经济学家，1947年出生于法国图卢兹，1977年在巴黎diyi大学获得经济学博士学位，曾在法国国立统计与经济管理学院、巴黎政治学院、巴黎综合理工大学等多所法国著名大学任教，并担任哈佛大学、密歇根大学及南京大学等世界知名学府的客座教授。雅克·米斯特拉尔系法国国际关系研究所特别顾问、法国经济学家联盟成员及美国布鲁金斯学会资深研究员，前任法国总理米歇尔·罗卡尔（Michel Rocard）的经济顾问（1988—1991），法国经济、财政和工业部长洛朗·法比尤斯（Laurent Fabius）的特别顾问（2000—2002）。他的近作《美国的第三次革命》荣获法国2008年zui佳经济学图书奖。

雅克·米斯特拉尔教授是我在今年夏天国际会议上结识的朋友。他是法国一位赫赫有名的经济学家。与其他经济学家的不同之处在于，他既是国际知名大学的教授，又是法国政府的经济和金融顾问。他著作颇丰，所著的《美国的第三次革命》曾获得法国2008年最佳经济学图书奖。米斯特拉尔教授在1988年至1991年担任法国总理米歇尔·罗卡尔（Michel Rocard）的经济顾问，在2000年至2002年担任法国经济、财政和工业部长洛朗·法比尤斯（Laurent Fabius）的特别顾问。他既有经济学家扎实的学术功底，又有政治家的远见。这就使他所撰写的这本书有很强的可读性，并且能够给你一些新的启示。
米歇尔·罗卡尔总理是上世纪80年代初密特朗总统当政时内阁的一位重要部长。1988年至1991年担任过法国的总理。此人被认为是法国社会党的元老。2007年下半年，我去法国开会，与他长谈了一次，他当时就对我说：“吴大使，世界经济特别是美国和欧洲的经济情况不妙，正在孕育着一场类似1929年的大危机。”罗卡尔这番话给我留下了深刻的印象。他这个看法是与众不同的。当时美国也好，欧洲也好，对经济的肯定之声不绝于耳，而罗卡尔却能在2008年金融危机大爆发之前一年预见到危机。米斯特拉尔曾担任过罗卡尔的顾问，后来和罗卡尔接触也很多，我相信罗卡尔这个看法与米斯特拉尔不无关系。
本书最重要的三个观点是：
一、当今的国际货币体系运行不畅，美国、欧洲和中国都面临着严峻的内部挑战。巨额的国际收支盈余和赤字、过高的负债水平威胁着国际经济，未来十年有可能发生实实在在的经济和货币冲突。本书的序幕以经济幻想的形式预言了2029年的悲剧。
二、虽然目前的国际货币体系勉强扛住了近年的金融危机，但我们不能墨守成规，必须实行改革，继续G20集团开辟的道路，围绕国际货币基金组织进一步实现更加平衡的国际合作。每个国家都有相应的地位和责任。
三、米斯特拉尔教授提出的改革建议是发挥特别提款权的重要作用。国际货币的治理将围绕这个货币工具进行，从它的发行到运用，及其在国际经济关系监管中扮演的角色。
