Author Description

聂辉华，江西人，中国人民大学博士，美国哈佛大学博士后。现为中国人民大学国家发展与战略研究院副院长，中国人民大学经济学院教授和博士生导师，并兼任中国人民大学企业与组织研究中心副主任。聂辉华专攻企业理论和制度经济学，并于2008年获得“全国百篇优秀博士学位论文”奖，2013年入选中组部首批“青年拔尖人才计划”（国家“万人计划”）。聂辉华曾在管理咨询公司工作，并多次为北京市发改委、中国移动、中航工业等机关和央企提供咨询服务或作讲座。他为《经济学家茶座》、FT中文网等国内外著名报纸杂志撰写了上百篇经济散文或评论文章，并多次接受美国全国公共广播电台（NPR）、中央电视台、人民日报和新华社采访。

那如果三个徒弟一起上，都打不过妖精怎么办？这种情况不是没有发生过。例如，在火云洞碰到红孩儿时，三昧真火谁都挡不住，包括在太上老君炉子里炼过的孙悟空。又比如，在小西天雷音寺，黄眉老佛一个布袋子能把悟空和天兵天将都抓走。取经路上还有很多厉害的角色，本书第4回再表。如果连孙悟空都打不过怎么办？那就“三十六计，走为上计”，这是C计划。让悟空先逃，赶紧去搬救兵。俗话说，“留得青山在，不愁没柴烧”。要是都被抓住了，取经团队就全军覆没了。这不是说悟空不仗义，搁下同门师兄弟不管，而是从战略的角度出发，先“战略撤退”，再收复失地。

有趣的是，在当下的中国官场也流行着一种独特的分工模式，叫“A—B角”分工。一般情况下，一个市有多个副市长，并且有明确的分工。例如，李副市长主管城建和交通，张副市长主管工业和金融，王副市长主管农业和旅游，等等。这只是明面上的分工，是可以在政府官方网站查到的，但却不是完整的分工计划。难道政府领导分工也有“潜规则”？是的！这几年中央实行高压反腐，落马官员不计其数，群众拍手称快。官员频繁落马，给政府工作带来了一定压力。说不定哪天一个分管副市长就因贪腐被抓了，那他主管的业务怎么办？国不可一日无君，市不可一日无长啊。一些聪明的地方就想到了“A—B角”制度。一开始就说好，明面上的政府副职分工是A计划，一旦谁出事了，立即让一个业务口比较接近的副手兼管出事领导的业务。
