FDI复苏之路崎岖不平。2012年全球FDI流量为1.35万亿美元，下降了180-/0。由于脆弱的全球经济的影响和政策的不确定性，FDI的复苏时间超过人们的预期。UNCTAD（联合国贸易与发展会议）预测2013年FDI流量将与2012年接近，最高达1.45万亿美元。在中期，投资者将逐渐恢复信心，预计2014年FDI流量将达1.6万亿美元，2015年将达1.8万亿美元。但是，这样的发展前景依然伴随着较大的风险。
发展中国家业绩突出。2012年，发展中国家吸引的对外直接投资首次超过发达国家，占全球FDI流量的520-/0。其中一个原因是发达国家FDI流入量大幅下降，目前仅占全球流量的42%。发展中国家的对外直接投资持续稳步上升，占全球FDI流出量的1/3。
发达国家FDI流出量下降到接近2009年的最低水平。经济前景的不确定性致使发达国家的跨国公司（TNCs）不再进行大规模的国际扩张，而是对新投资继续保持观望，或者出让国外资产。2012年，38个发达国家中有22个国家的FDI流出量出现下降，这就导致FDI流出总量下降了23%。
通过离岸金融中心（OFCs）和特殊目的实体（SPEs）进行的投资仍是关注重点。流向OFCs的资金流量仍然接近2007年的最高值。尽管国际上对避税的打击大部分集中在OFCs上，但是在2011年通过SPEs投资的资金流量几乎是OFCs的7倍，为SPEs提供税收优惠的国家也在逐年增多。
