《国民政府资源委员会与美国的经济技术合作（1945-1949）》第一章首先阐述战后中美双方的外交政策，通过分析，得出双方在战略与经济上相互需要的结论。然后阐述资委会对美经济技术合作的筹备情况，包括制定计划与建立机构。最后阐述资委会领导人的对外经济技术合作思想及其实践。

Author Description

张维缜，1973年生于山东即墨。1997年毕业于山东师范大学历史系，获学士学位，2000年毕业于西南大学（原西南师范大学）历史系，获世界近现代史专业（美国近现代化方向）硕士学位，2003年毕业于中山大学历史系，获专门史专业（中外关系史方向）博士学位，现供职于暨南大学历史系世界史教研室。主要研究领域为中美关系史，有多篇论文发表。

第一章合作的历史条件
一、战后美国经济实力的膨胀及对华政策
战后初期，美国的经济实力在全世界处于绝对优势，它虽只占有全世界6％的人151和土地面积，却占有资本主义世界工业生产量的2/3，外贸出口额的1/3，黄金储备的3/4，生产资本主义世界1/3的小麦，70％的玉米；开采62％的煤和石油，冶炼61％的钢；生产48％的电力和84％的汽车；拥有全世界84％的民用飞机，85％的冰箱和洗衣机。1947年6月，英国外交大臣欧内斯特?贝文认为美国正处于拿破仑战争结束时英国的地位。拿破仑战争结束后，英国掌握全世界财富的30％，而此时美国则掌握大约50％。
此外，在科学技术方面，美国也在世界上处于优势地位。战后的科技浪潮发源于美国，继而向全世界蔓延。以爱因斯坦为代表的大批世界一流科学家，垄断了生产原子武器的技术，从而使美国在军事科技方面独领风骚。
战后美国经济实力的膨胀，使其有了向外输出资本的要求，而且这种要求在二战结束前夕就已有体现。1945年初，罗斯福总统在将预算送交国会的咨文中，提到国际投资的要求已非常迫切，因为得到解放的国家其工业重建、运输、城市建设、农业与贸易都需要投资。“世界银行将从其资本或所借资金中进行直接长期投资……此外，美国国内的金融机构如进出口银行也应参与投资活动，尤其是在外国对美国产品需求量特别大的今后几年中。”
战后美国的对华政策决定了中美战后经济技术合作的发展趋向，探讨这一问题，对了解双方经济技术合作的背景尤为重要。
