“关务通·电子口岸系列”丛书作为面向广大电子口岸用户、为用户工作和学习提供业务指导的官方图书，自2012年首次出版发行以来，受到社会各界的广泛好评和电子口岸用户的充分肯定。

党的十八大以来，在全面深化改革的大背景下，进出口领域的改革步伐不断加快，党的十八届三中全会明确要求口岸管理相关部门要实现“信息互换、监管互认、执法互助”，党的十八届五中全会明确提出要“实施国家大数据战略，推进数据资源开放共享”，“建立便利跨境贸易电子商务等新兴贸易方式的体制，健全服务贸易促进体系，全面实施‘单一窗口’和通关一体化”。口岸管理部门深入贯彻落实中央关于稳增长调结构的决策部署，在关检合作“三个一”、“单一窗口”建设、全国通关一体化改革等方面进行了一系列重大业务改革，为电子口岸建设创造了新的发展机遇。这期间，电子口岸根据中央关于口岸管理工作的新要求，紧跟口岸管理部门业务改革的步伐，不断深化应用，优化服务，开发了一系列新的应用系统，并对相关系统功能进行了调整优化，为加强政府监管、便捷企业通关提供了更加有力的支持。

为了便于电子口岸用户及时了解电子口岸业务及系统操作的变化，中国电子口岸数据中心邀请富有一线工作经验的专家，结合当前口岸管理部门业务改革和电子口岸的最新发展，对“关务通·电子口岸系列”丛书进行了修订，希望能够为电子口岸用户提供具有针对性的通关指导。

本书是在《电子口岸疑难解惑800例》的基础上进行修订的。此次修订共整理常用知识及常见问题共625例。根据业务调整，报关申报系统更名为一次申报系统、快件管理系统更名为新快件管理通关系统、新企管系统中的海关企业管理网上办事平台更名为关企合作平台，相应业务也发生了重大改变。根据日常电子口岸接到的企业反馈问题情况，此次修订在第三章内增加了网上签约与电子代理报关委托内容，在第四章内增加了出口加工区系统相关问题；删除了第三章内减免税管理及公自用物品系统小节内容，删除了第四章电子手册及第五章公路口岸系统内容；将第四章保税物流管理系统移到第五章内，作为区域项目；结合近期海关业务发展情况，此次选取了报关单结构调整、年报报送及“三证合一”制度改革作为热点问题进行解答。

本书第一版、第二版均由中国电子口岸数据中心北京数据分中心负责编写，此次修订由中国电子口岸数据中心客服管理处负责进行筛选和完善。本书作为“关务通·电子口岸系列”的疑难解惑常见问题问答书，所选问题均是从电子口岸数据中心热线日常工作遇到的问题中整理出来的，具有实用性强、覆盖面广、解决方法权威及紧跟业务变化的特点，希望本书能给电子口岸用户带来帮助。

由于时间仓促，相关修订与完善内容难免有所缺漏，请读者给予批评指正，我们也将再接再厉，更好地满足读者的需要。
