我国现行的以CPI、RPI、PPI为代表的物价指数体系已经日趋完善，基本准确地衡量了我国的物价状况和通货膨胀水平。但现行的物价指数体系还存在容易受短期波动的影响从而误导货币政策取向、不能有效反映消费者购买力的变化、不能反映商品内在质量变化引致的福利水平变化、价格指数的准确性和可比性不高等一系列缺陷，需要通过构建我国的核心通货膨胀指标来进一步完善，因而我国有构建核心通货膨胀指标的必要性。

Author Description

史蒂文·西瓦兹，美国杜克大学法学院教授，商事信托、资产证券化与资本市场领域的国际知名学者，曾任著名国际律师事务所的合伙人，代理过金融创新与资本市场融资交易中的国际dingjian银行及其他金融机构，还曾受邀就系统性风险、证券化、信用评级机构以及其他金融监管等问题在美国国会听证会上发言，并为美国与外国政府机构就有关金融危机与影子银行等问题提出过咨询意见。近二十年来，他从不同角度撰写了有关结构性融资与资产证券化的书籍和论文，其中《结构性融资：资产证券化原理指南》一书是业界的必读文献。

3.无担保债权人认为证券化能够提供最终价值
实证证据，以及证券化交易普遍不受禁止性誓约（negatlve_pledge）、限制资产销售合约以及类似其他形式的限制性契约（covenants）限制的事实，都从侧面说明无担保债权人自己也认为证券化能够（为他们）提供最终价值。首先看一下限制性契约。
传统上，无担保债权人为保护自己的利益，一般会通过在贷款协议中订立限制性契约条款的方式对债务人企业施加不同形式的限制。这些限制性契约条款几乎总是包含有禁止性誓约，以限制公司发行担保债。相反，无担保债权人很少通过施加限制性条款来制约企业进行证券化交易：
我们经常需要在与贸易应收账款证券化相关的担保债和无担保债的限制性契约条款中找到方向。正如阁下所言，这些限制经常包含在限制财产留置与销售的条款中。我们在设立子公司（为允许公司实现其应收账款的剩余价值而需要这样做）时，或者在要求新设立的子公司成为担保债或无担保债的保证人（显然在证券化交易中不允许这样做）时也会受到限制。总而言之，本人相信阁下认为其他借款人更加偏好证券化交易这一点基本上是正确的。这可以从过去几年来禁止性誓约对证券化交易的适用例外的发展情况中看出来。不仅如此，有些限制性契约条款允许证券化交易，只要其收益再投资于企业的业务即可。
