《中国国家竞争力报告No.2》是由中国社会科学院城市与竞争力研究中心主任倪鹏飞博士牵头，众多研究人员参与，积累数年，历时一载，在大量采集计算数据、深入进行理论和实证分析基础上完成的研究成果。本报告课题组运用有关国家竞争力的蕞新理论，设计了全新的八位一体的国家竞争力理论框架与指标体系，包括经济、人才、科技、政府、社会、金融、文化、环境等八个关键要素。使用该理论框架与指标体系，对全球100个主要国家和地区的国家竞争力及其分项竞争力进行评价，再以这100个国家为参照系，分析和比较中国国家竞争力及其八个分项竞争力在这些国家中的位置和竞争环境，提炼出中国的竞争优势、劣势、机遇与挑战；进而将中国与其模仿对象、追赶目标、竞争对手及合作伙伴的竞争状况进行全面比较，建议中国提升国家竞争的目标方位、路径、措施。

Author Description

倪鹏飞，著名城市经济学家，中国社会科学院城市与竞争力研究中心主任，中国社会科学院财经战略研究院院长助理，城市与房地产研究室主任，研究员，博士生导师。主要致力于城市经济学、房地产经济学、空间金融学、城市竞争力及国家竞争力等方面的理论与实证研究。1994-2000年在南开大学经济学院攻读经济学硕士、博士学位。2000年7月进入赴中国社会科学院财经战略研究院工作。享受国务院特殊津贴专家。中国社会科学院与联合国人居署：《全球城市竞争力报告》课题组长首席城市经济学家，联合国开发计划署"中小企业改革和发展"项目评估专家（2000）。世界银行集团与中国社会科学院：《中国营商环境报告》中方负责人（2008）。香港中文大学、华中科技大学、北京师范大学、东南大学、西南财经大学、韩国科学技术大学的兼职教授，全球城市竞争力跨国项目秘书长，中国城市竞争力报告课题组组长，中国城市百人论坛秘书长，新华社特约观察，中央电视台财经频道特约专家，中国城市科学会、中国城市发展学会、中国城市经济学会等副秘书长,成都、太原、东莞等多个城市政府经济顾问。先后承担了中央交办课题、国家重大社科基金招标课题、联合国、世界银行、欧盟、中组部、科技部、商务部、北京市、广州、成都市等国际组织、国家部委、地方政府委托的课题。到目前已发表12次《中国城市竞争力报告》（年度报告），以及《全球城市竞争报告》，《中国住房发展报告》、《中国国家竞争力报告》，为中国近20个省市政府进行案例、战略和对策研究，在社科文献出版社、英国爱德华艾格尔出版社出版中英文著作40余部，在美国《国际事务》（JournalofInternationalAffairs）、英国《城市研究》（urbanstudy）、《中国社会科学》和《经济研究》等国内外quan威杂志上发表论文数十篇。代表作《中国城市竞争力报告》获中国经济学的蕞高奖--孙冶方经济学著作奖（第十一届）。研究成果对国家和城市发展起到重要的决策参考作用，在中国与世界产生重要的学术影响。

Book Abstract

《中国国家竞争力报告N0.2》在以往报告的基础上，于理论框架与计算方法上均有所改进。本报告课题组运用有关国家竞争力的最新理论，设计了全新的八位一体的国家竞争力理论框架与指标体系，包括经济、人才、科技、政府、社会、金融、文化、环境等八个关键要素。使用该理论框架与指标体系，我们对全球100个主要国家和地区的国家竞争力及其分项竞争力进行评价，再以这100个国家为参照系，分析和比较中国国家竞争力及其八个分项竞争力在这些国家中的位置和竞争环境，提炼出中国的竞争优势、劣势、机遇与挑战；进而将中国与其模仿对象、追赶目标、竞争对手及合作伙伴的竞争状况进行全面比较，建议中国提升国家竞争的目标方位、路径、措施。另外，本报告采用了主成分分析法计算国家的排名。
当今世界，科学技术迅猛发展，创新浪潮风起云涌，国家之间的竞争日趋激烈。传统的中国发展模式虽然创造了“中国奇迹”，在增长数量方面的丰硕成果，但问题重重。所以未来我们要在国际竞争中立于不败之地，实现中华民族的伟大复兴，就要反思我们过去的增长和思索未来的发展。未来要实现“中国梦”以及现代化，重要的在于践行提升国家竞争力的发展战略，如何形成八位一体的模式构建以及八者的良性互动机制是未来思考的重点。
