《金融系统工会会计应用手册》：
③逾期三年以上、因借款单位无偿还能力确实无法收回，报经批准认定不再要求借款单位还款的，根据不同情况进行账务处理，借记“补助下级支出”或“其他支出”，贷记“借出款”科目。
[例3.16]某分行工会借款给基层行工会15000元逾期三年以上，经研究决定不再要求基层工会还款，按补助下级处理。
该分行工会根据相关批件进行账务处理如下。
借：补助下级支出——其他补助15000
贷：借出款——基层工会15000
四、应收上级经费
（一）应收上级经费内部会计控制基本要求
①如不涉及跨年度可直接确认应收上级经费。
②涉及跨年度需要遵照权责发生制的原则，在确认相关往来款项债权的同时，确认相应的应收上级经费。
（二）会计科目设置
设置“应收上级经费”科目，核算本级工会应收未收上级工会应拨付（或划转）工会经费和补助等。该科目借方登记应收未收到工会经费，贷方登记已收到的工会经费，期末借方余额反映工会应收未收的上级经费和补助等。
