《区域划分与创新发展：产业网络视阈下的区域创新系统评价研究》在对区域划分、区域创新相关理论梳理的基础上，从产业网络产生和发展的脉络入手，分析了区域划分对区域创新的作用机理，并对区域创新系统的构成进行了界定；进而分析了区域内核心城市辐射带动机理，并构建了辐射带动能力评价模型；然后，结合区域创新系统内部、外部因素，将经济和社会绩效引入区域创新评价，从区域创新系统内部协调性、外部有效性和整体成熟度三个方面构建了综合评价模型，各章节均通过案例分析对所提出的理论框架和评价模型进行了可行性验证；最后，结合区域发展前景提出了区域创新优化策略。

Author Description

刘新民，1965年生，山东莒南人。2003年毕业于西安交通大学管理学院，获管理科学与工程博士学位，现任山东科技大学经济管理学院教授、博士生导师；山东省高等学校技术经济及管理重点学科首席专家。主要兼职包括中国管理科学与工程学会常务理事、山东省海洋经济技术研究会常务理事等。近年来主要从事区域经济与创新、企业家理论与创新管理等研究，在《南开管理评论》、《中国管理科学》、《管理评论》等期刊发表学术论文80余篇，主持国家自然科学基金面上项目2项，参与3项，主持国家软科学研究计划、教育部人文社科基金、教育部高等学校博士点基金、山东省自然科学基金等省部级课题10余项。

2.2基于产业网络的区域创新
如前所述，区域经济的产业网络视角主要表现为各经济主体之间错综复杂的网络合作关系。在产业网络视角下，技术创新不再是单个企业“原子式的”的活动，而是彼此之间及与外部环境之间密切联系和相互作用的过程，体现出明显的网络特征。与经济发展和区域产业的网络化相适应，产业网络视角下的区域技术创新模式主要表现为区域创新网络基础上形成的区域创新系统，是产业集群创新系统发展到产业网络环境下的必然结果。
2.2.1区域创新网络
区域创新网络是区域创新系统的内部结构形式。某一欧洲创新研究小组的研究曾指出，企业的发展某种程度上依赖于其在区域内结成的网络，这种区域的网络包括企业在创新与发展过程中，与区域内的研究机构、大学、行会等中介服务组织以及地方政府等公共组织机构之间合作基础上而结成的社会关系网络、研发合作网、企业家间的个人关系网络等。还包括同一产业或相关链条上的企业之间正式的经济网络。企业在发展和创新过程中，面对的市场和技术环境具有不确定性。区域内网络的联接作为企业的创新和发展过程中最重要的战略行为，是区域内各行为主体发展的必要条件。著名学者盖文启认为，区域创新网络各个行为主体（企业、大学、研究机构、地方政府等到组织及其个人）在一定地域范围内，相互作用与协同创新的过程中，建立起各种相对稳定的、能够促进创新的、正式或非正式的关系总和。
产业集群网络跨产业发展成为产业网络，产业网络的进一步发展就会形成区域创新网络。作为一种网络组织，产业网络至少包含三种网络：社会网络、创新网络和经济网络。其中社会网络是以集群内行为主体之间社会关系为基础的；创新网络是以集群内各节点之间知识技术流动为基础的；而经济网络是以产业之间投入一产出关系为基础的。区域创新网络是各创新主体在指定区域范围内经过长期正式或非正式的合作与交流，在这种关系的基础上所形成的相对稳定的网络。需要注意的是，一方面，区域创新网络是在经济和社会网络基础上发展起来的，受到经济和社会网络中产业技术联系的影响，同时反过来又会促进区域经济的发展；另一方面，区域创新网络与产业集群创新网络的区别是前者的空间范围是区域。
区域创新网络的节点主要包括高校、科技中介机构、科研机构、教育培训机构、金融机构等。各个创新主体分工不同，共同为区域创新系统的协调运作发挥力量。需要注意的是，各个节点并不是嵌入网络中的，因此各个节点都具有非稳定性。其中科技中介机构和企业稳定性最弱，受市场机制影响最大；高校和科研院所相对稳定，受到的影响较小。区域创新系统的子系统包括了创新服务、技术开发、创新支持和研发体系等。其中创新服务体系以科技中介机构为主体、研发体系以高校和科研院所为主体、技术开发体系以企业为主体、创新支撑体系以政府（包括金融和教育培训机构）为主体。
