Book Abstract

古典的利息理论认为，利息乃是使资本的供给与其需求相等的那种价格。说得更确切些，你应该用“可处置资本”一词来取代上述的“资本”一词，而如同我们业已解释过的那样，让“资本”一词仍旧去描述那为了未来的产出而把各种投入物化于其间的物质对象。
有些作者也喜欢引用“人的资本”，把教师和教练员的工作，看作是对那些受教育者的投入，这些投入将使得他们到将来能够比他们未受过所说的这种教育和训练时生产出更多的东西。这里我们也有一个倒推的问题。存在那些培养教育者的人的劳动，还可照此继续往回推。这是一个很好的类推法，但对我们的帮助却有限。不过它有一个重要的用途。若政府可以得到的可处置资本数额有限，它就应该确保以一个恰当的比例用于教育和技术培训，这样做是必需的。但是这里有一个差别：那些负责进行这类投入的人们，自己通常并没有收回那些受教育者所提高了的产出量所代表的价值，正是这个差别使得利息的概念不适用于这个领域。这种情形也适合于某些物质对象范畴，像公园等等。不应该把所有教育，都看作是可处置资本的一种投入。教育中确有那么一些部分，它们把受教育者训练成为更好和更聪明的人，成为对自然和艺术的美具有更高的欣赏能力的人，成为在社会交往中其行为促进和平与和谐的人；这一来，我们便从经济学的专门领域，游荡到更为广泛的社会学领域。
