Author Description

吴敬琏，1954年毕业于复旦大学经济系。现任国务院发展研究中心研究员、中欧国际工商学院（CEIBS）宝钢经济学教席教授、中国社会科学院研究生院教授、北京大学经济学院博士生导师、国际经济学会（IEA）荣誉主席。
主要研究领域为理论经济学、比较经济制度分析、中国社会转型的理论和政策。
他倡导并努力推进市场化、法治化和民主化改革，是“市场取向改革论”的主要代表人物之一，对中国改革的思想理论和实践有着重要的贡献。他也是经济体制比较研究学科的开创者之一，引介传播了众多对中国改革有益的现代经济理论和国际经验。
马国川，《财经》杂志主笔。1971年生，河北威县人，曾供职于中国改革杂志社、经济观察报社。出版《大碰撞》、《风雨兼程》、《我与八十年代》等书。

Book Abstract

马国川：经过“体制下放”，地方政府的权力增大了，企业的权力也有所扩大，可是用行政命令配置资源的基本特点没有变化，仍然是严格的计划经济；只不过由过去的中央集权的计划经济，变成地方分权的计划经济了。
吴敬琏：如果我们把按照政府制订的计划运行的经济都叫作“计划经济”，当然可以这么来称呼它。但是严格地说，这种分权的“计划经济”已经不是计划经济了。计划经济的本来意思是说，稀缺的经济资源不是由市场交换中自发形成的价格来配置，而是由通过缜密的预先计算制订的计划来配置。然而这种计算必须而且只能由掌握全国供求信息的某个中央计划机关（论证过计划经济有效性的经济学家巴罗尼把它叫作“生产部”）进行。在地方分权的情况下，计划由许多个地方政府（中国有两千多个县分别制订。它们既不掌握全国范围的供求信息，也不可能进行全国范围的综合平衡。按照这种“计划”由各个地方政府各自为政地配置资源，结果只能是一场靠行政权力争夺资源的大战。从配置资源的手段着眼，计划经济还有一个名字，叫作“命令经济”。与集权型的计划经济相比较，分权型的“计划经济”只有一点是共同的，就是都用政府的行政命令配置资源。所以，用“分权型的命令经济”来称呼1958年以后的中国经济，可能更准确一些。
还有一个因素也造成了1958年以后的经济混乱，这就是毛泽东一直认为，国家计委用苏联的办法编制计划，“摇计算机”，编平衡表，是搞“繁琐哲学”，计划委员会应该“抓大事”，“有五十个人就够了”。为此，他在1964年下令设立由20人组成的“小计委”，准备用“小计委”代替拥有上千工作人员的国家计划委员会。
