第1章伟大的开端

1945年10月1日，向日本投下两颗原子弹之后不到两个月，美国陆军航空队指挥将军从华盛顿飞往旧金山，他此行的重要性一点都不亚于曼哈顿计划。

亨利·H·阿诺德将军是一个身材中等体型肥胖的人，双眼明亮透彻，时常笑容满面。他推崇空军力量至上。美国历史上被授予五星上将军衔仅有九个人，而他就是其中唯一来自空军的五星上将。1912年他取得了军事飞行执照，此后他一直致力于把空军从陆军中独立出来。强力破坏性武器是最有效的战斗手段，他对此深信不疑。听闻有人质疑德国德累斯顿空袭的道德性，阿诺德写道，“我们不能心慈手软，战争从本质上来说就是具有毁灭性的，甚至是惨无人道的。”

兰德公司与美国的崛起第1章伟大的开端现在这场战役已经打赢了，促成美国胜利的联盟本来就不甚稳定，战后联盟关系开始土崩瓦解。商人想要赚钱，科学家想要做研究，很少有人能够忍受军队的种种限制和低廉收入。阿诺德将军担心如果每个人都回到工业或学术上，美国的敌人会有机可乘占据主导地位。美国最大的潜在敌手正是其昔日的战时盟友——苏联。

早在1946年3月，英国前首相温斯顿·丘吉尔就曾警告过人们：“一副横贯欧洲大陆的铁幕已经降下。”苏联领导人约瑟夫·斯大林打破了战时与美国缔结下的联盟关系，他的军队牢牢控制了中欧和东欧，并不断向意大利和法国施加压力。苏联军队似乎随时准备着摧毁所有敌对政治势力，美苏冲突已成必然，何时爆发只是时间的问题而已。这也正是阿诺德飞往加利福尼亚的原因，他希望找出一种方法招募国内精英,把他们召集到可以让他们自由发挥潜能的地方,从而研发出前所未有的新武器。

其实早在一年前的战争期间，阿诺德曾经要求他的首席科学顾问，一个名叫西奥多·冯·卡门的匈牙利人（他同时还是古根海姆实验室的主负责人）构思一项计划，吸引科学家在和平时期继续为空军效力。卡门提出了一项名为《走向新地平线》的报告，提倡建立一个新型科学机构，“以战争期间协助指挥和提供参谋的科学家们为核心”，建立一所不招收学生、只为空军效力的学院。换句话说，这就是日后兰德公司的雏形。阿诺德很欣赏这个计划，但碍于战事紧迫，他只能暂时把它搁置一旁等待时机。1945年9月的某一天，体形清瘦面容坚毅的前试飞员富兰克林·R·科尔博姆从加利福尼亚来到阿诺德的办公室时，将军所等待的时机终于降临。
