《政府规制政策演进研究：日本经验与中国借鉴》：
第二次临调不仅增加了重建财政的课题，改革内容也不再局限于行政管理工作，增加了如修改老年人免费医疗制度、改善农业补贴制度等传统行政改革不涉及的政策层面问题，并初步涉及了批准、许可制度的合理化等规制缓和的内容。同时，也把行政改革的概念界定为“为了恰当且有效地实现行政所给予的理念及政策目标而必须采取的对制度、方针政策、组织体制、业务运营等进行的改革措施。”因而超越了单纯追求行政高效率的行政管理领域，涉及行政政策的内容。
第二次临调对内阁的政策产生了极大的影响力。1981年5月，日本首相铃木善幸在访问美国时宣称：“日本正进行第三次远航”，并公开许诺要“为实现行政改革赌政治生命”来推动行政改革。1982年11月中曾根内阁成立后，继承了铃木内阁的行政改革路线，要求所有内阁官僚候选人必须承诺全面支持行政改革，否则不予任命，中曾根康弘的态度是坚持把实现“临调”咨询报告作为最重要的政策课题。
（二）行政改革推动审议会（三次行革审）
1983年3月，在第二次临调完成使命后，先后成立了三次临时行政改革推动审议会，又被称为“后临调机关”。1983年6月，成立了第一次临时行政改革推动审议会（简称“第一次行革审”），在该审议会的7位委员中，包括土光敏夫在内，共有3位委员曾经是第二次临调委员，它的主要任务是监督第二次临调所倡议的各项改革措施是否执行。应该说在人员与政策方面，行革审都是对临调的继承。也就是在这一时期，中曾根内阁将国有铁路、日本电报电话公社和日本专卖公社进行了民营化改革。
