Book Abstract

西方媒体，尤其是美国媒体，是否妖魔化了中国？如何妖魔化？

回答这个问题并不简单。虽然我们大都零零碎碎读过一些污名化、抹黑中国的西方报道，但如何验证这种感觉？

目前在国内，很多对西方报道偏见的分析要么集中在某个特定事件上，要么针对某家媒体的涉华报道，要么是批评西方媒体的观点性评论缺少翔实的数据。于是，我产生了写这本书的想法——将西方媒体过去10年涉华重大议题的报道汇总，然后进行系统分析，做到知己知彼。

从2017 年9 月开始，耗时一年半，我分析了谷歌新闻库里200 余篇西方媒体的报道。报道涵盖过去10 年国际社会关注度较高的中国议题，包括南海、台湾、“一带一路”、中美贸易战、反恐、“九三”阅兵和“十九大”。通过精读、归类、关键词提取，我总结了西方媒体“塑造”中国的六大手法：名词构建、议题设置、话语联动、“反共”框架、双重标准和自由倾向。

在这里，我想先跟大家谈一谈名词构建和话语联动。

名词构建是指媒体对已有概念做出新表述，模糊人们对原有概念的理解，从而达到引导舆论的目的。这种转述策略是构建话语体系的手段之一。西方不断创造概念，如“反恐”“无赖国家”“邪恶轴心”等，为西方主导国际事务创造条件，形成了强势话语对弱势话语的吞并。

一个经典的例子莫过于英文中的“propaganda”一词。

在中文里，“宣传”很多时候是一个中性词。我们在生活中经常听到电影上映宣传、禁毒宣传、防止金融诈骗宣传、媒体宣传。小学生在班里有“两道杠”的宣传委员，企业里有产品宣传部门，政府有宣传部门。

字典对“宣传”的解释是“公开说出、散布”。然而，西方将“宣传”翻译成了“propaganda”这样一个政治色彩极浓的贬义词，意思是“采用欺骗、掩盖等扭曲事实的手段促使民众对某种意识形态或政治说教忠诚”。熟悉两种语境的人很快发现，中文语境中的“宣传”和英文语境里的“propaganda”并不完全等同。“宣传”一词更贴切的英文翻译是“publicity”或“dissemination of information”，而“propaganda”对应的中文则是“洗脑宣传”或“宣传蛊惑”。

然而时至今日，西方已经是积习难改。在谷歌全球搜索页面用英文键入“Chinese propaganda”（中国洗脑宣传），0.46 秒就出现超过3800 万个英文词条内容，远超过其他诸多中国文化符号，比如关于中国熊猫有3000 万条，中国功夫有1300 万条。在我们开口之前，西方先给我们贴上“propaganda”的标签，先入为主，将我们“扼杀”在了国际舆论场的起跑线上。这里面有混淆视听之嫌，利用西方人不懂中文“宣传”和中国人不懂英文“propaganda”的信息不对称，将中国宣传部门、中国媒体报道，甚至中国的学术和民间话语，统统称为“propaganda”，诋毁中国话语的公信力。美国20 世纪传播学鼻祖、辅佐过多任美国总统的新闻幕僚爱德华·伯尼斯写过一本书，名字就叫Propaganda，中文译为《宣传》。在《宣传》2004 年再版的序言中，国际传播学者马克· 米勒（Mark Miller）一语道破了美国的双重标准：“美国一直把宣传（propaganda）这个词扣给别人，用来形容敌国的传播，而到了自己身上却对该词百般禁忌，把自己的新闻描述成‘教育性的信息’和‘客观的事实’……这种做法本身，何尝不是一种令人叹为观止的宣传呢？”
