3．人员机构较臃肿
在完全自主管理模式下，物业保洁、绿化管理从属于环境服务部或单独成立一个保洁部、绿化部。由于人员较多，会造成人员、机构臃肿，公司负担较重。但是如果能够充分发挥员工的创造力，也可为公司带来可观的收入。
（三）完全自主模式下的人员配置要求
1．做保洁工作时的人员配置
在自行管理模式下，可设主管1名，全面负责所辖物业的清洁工作。清洁主管下每20个员工设清洁助理主管（副主管）兼技术指导1名，清洁管理部每10个员工设领班兼技术员1名，不足10个员工的也应设领班兼技术员1名。
也可按综合劳动定额配置。保洁员：每7000～12000平方米配置1人。管理人员配置，10万平方米以下配主管1人，不设班组长；20万～50万平方米配主管1人，技术员1人，班（组）长2人；50万平方米以上每增加20万平方米增设班（组）长1人。
如果公司的保洁部规模较大（员工在40人以上），经常对外承包工程且收入较好的，可设1名保洁经理。
2．做绿化工作时的人员配置
在完全自主模式下，可设主管1名，全面负责所辖物业的绿化工作。园林绿化主管下每20个员工设园林绿化助理主管（副主管）兼工程师或园艺师1名；绿化管理部分每10个员工设领班兼技术员1名；花木基地部分每2亩设员工1名，每10个员工设领班兼技术员1名，不足10个员工的也应设领班兼技术员1名；工程部分每10人设领班兼助理工程师1名。
如果公司的绿化部分规模较大（员工在40人以上），经常对外承包工程且收入较好的，可设1名园林绿化经理，下面按管理部分、生产部分、工程部分等分别按每30个员工设1名主管、每20个员工设1名助理主管（副主管）兼工程师或园艺师的原则配置，其他员工配置同前。
