Book Abstract

目前大约一半在美国生活的人没有被雇佣。他们既没有为别人工作赚取工资，也没有在属于自己的企业里为自己工作。但是要说50%的美国人口失业，这会很荒谬。在美国人口中，接近1/4的人年龄低于16岁，大约1/8的人年龄超过65岁，.而16岁至65岁之间的人中很多其实是“全职工作”的，只不过不属于我们通常所说的就业；他们的工作是养育子女，照顾家庭。显然，让我们烦恼的失业（unem-ployed）和仅仅没有就业（notem loyed）之间是有很大区别的。
所有人似乎都认为，有一定数量的失业是正常的，没有人会为此担心。那么这个数量是多少呢？可以让人接受的失业率是多少呢？1944年，美国的劳动力中有1.2%被官方划分为失业人口。那个时代全部劳动力的1/6入伍了，社会极力主张人们离开学校就业、放弃退休重新工作，并且每周工作六到七天。所有经历过那段劳动力紧缺日子的人都不会相信，1944年居然有1.2%的劳动力找不到工作。
我们怎么区分正常或有问题的失业呢？在有些圈子内，仍然流行着一个会将整个问题规避掉的说法，就是只有失业水平上升至纯粹的“摩擦性”失业之上时，失业才会成为一个问题。他们所称的摩擦性失业，指的是劳动力市场的正常流动更替所带来的失业，所以并不会带来问题。如果我们有理由相信所谓劳动力市场的正常流动，是一个可识别的、不随时间改变的常量，那么这种说法也许能令人满意。但是恰恰相反，有诸多非常合理的理由支持我们认为，劳动力市场的正常流动是一个变量而非常量，而且它随着近年来一些显著变化的因素而改变。
那么，我们该如何分辨失业的人和那些仅仅是没有就业的人呢？极端的情况很好区分，有些人几乎愿意做任何事情只求被雇佣，而另一些人几乎没有什么能说服他们接受一份工作。但是你有没有发现这种说法的含糊之处呢？那些称自己“极度渴望”工作的人，仍然会拒绝某些工作机会以期找到更好的工作；而那些声称自己“绝对”不想工作的人，只有很少会完全拒绝他们面前的所有工作机会。当人们说自己“无法找到”工作时，他们的意思其实是无法找到自己愿意做的工作；而那些称自己“不想工作”的人，指的是他们目前能找到的工作中没有自己想去做的。在某些情况下，局外的观察者是无法分辨这两种情形的区别的。
