我国正规农村金融机构体系是服务“三农”的主力。该体系中的合作性金融、政策性金融和商业性金融只有功能互补、协调支农，才能产生系统的整体性功能。《金融博士论丛（第16辑）：“三农”金融机构协调发展研究》对我国三种类型的金融机构服务“三农”过程中的协调状况及其协调程度进行了深入探索，提出了可行的协调发展战略。

Author Description

周再清，女，1965年3月出生，湖南益阳南县人，经济学博士，湖南大学金融与统计学院副教授、硕士研究生导师。研究领域为农村金融及金融管理。2004年1月-12月在英国诺丁汉大学作访问学者。在《人民日报》（理论版）、《财经理论与实践》、《上海金融》、《现代经济探讨》、《求索》、《统计与决策》等刊物上发表学术论文30余篇，多篇论文被《人大复印资料》和《高等学校文科学术文摘》全部复印或摘登。主持并完成省部级课题2项，参与国家社科基金重点项目、国家自然科学基金项目多项。科研成果曾获得教育部高等学校人文社会科学优秀成果二等奖等奖项。

各国不管国情如何，都不得不重视农业并把农业作为立国之本。贫困国家发展农业是为了解决饥荒；发展中国家重视农业是为工业提供原材料并使经济协调发展；发达国家重视农业是为了生态环境的保护和农产品质量的安全。总之，发展农业是为了解决人类基本的生存问题并逐步提高生活质量。
美国作为综合经济实力最强的发达国家，几百年以来保持“以农立国”的传统思想，农业成为国民经济支柱，农业生产效率及竞争力举世无双。美国农业是典型的资本主义大农业，高投入、高产出、高技术、大农场是农业生产的主要组织方式，其发展趋势是农业生产的集约化、社会化和农场规模的大型化。
德国既是经济发达国家，也是世界上农产品出口大国，政府对农业定位是不仅提供食物和工业原材料，而且要保护自然资源、美化乡村景观，发展生态农业。政府每年运用先进的检测手段对农业生产状况、土壤肥力、环境质量等进行全面的调查检测，以确保农业计划的科学性。国家明文规定，农户或农场主每年年初上报具体种养计划的，农产品能顺利进入市场并获得农产品补助，否则，没有进入计划的农产品难以进入市场、价格没有保障。
日本作为经济发达的岛国，农业处于弱势，二战后日本高度重视农业的基础地位，先后制定了一系列保护农业和农民利益的涉农法规，如1947年颁布的《农业协同组合法》规定农协是为社员服务的不以盈利为目的的合作组织。日本的农业技术进步、经营规模小、农户比重大、商品率高。
印度是农业人口众多的发展中国家，小农经济为主，贫困人口多达2.7亿。印度农业的发展面临增加粮食自给能力并与工业协调发展的问题。印度大部分人口以农业为生，农业劳动生产力没有向其他部门转移，农业生产结构没有显著变化，农业在国民经济中具有举足轻重的地位。印度政府从20世纪60年代末到90年代初，开始第一次“绿色革命”，实现了粮食的自给。当农业发展滞后于国民经济其他部门时，印度政府在2006年呼吁科技界启动第二次绿色革命，关注旱地农业及小农户和边缘农户的需要，开始新的一揽子农业振兴计划。
