Book Abstract

《常德市工商行政管理志（1989-2012）》：
2006年4-8月，为提高全市工商系统干部职工计算机应用能力，适应现代化办公需要，针对工作实际，市工商局印发《常德市工商系统计算机培训实施方案》。市工商局培训中心采取各县级工商局培训，市工商局集中考试的形式，举办7期计算机应用能力中级培训班，系统学习Word文字处理工具。按市工商局《培训方案》要求，全系统45岁以下干部职工必须取得人事部颁发的中级以上计算机应用能力考核资格证书。是年，全市工商系统应参培参考人员1170人（其中45岁以上自愿参考8人），实际参培参考1169人（其中包括2名有证报名未考人员），参培参考率达99.90/0。参考人员中考试合格1145人，合格率为97.9%；考试不及格和未参考人员共27人，其中考试不及格12人，已报名未参考12人（其中因病未参考5人，有证未考2人），未报名参加考试3人；参加补考218人，补考合格率为91.5%。津市工商局、西洞庭分局、西湖分局参考率、考试合格率均达100%，位居全市工商系统培训考试首位。汉寿县工商局除一人因病不能参考外，全部参考合格。澧县工商局在前几次培训考试落后的情况下，加大工作力度，奋起直追，最后一次补考，考试合格上升到99.40/0，跃居全系统培训考试排名第二位。据统计，培训考试成绩在90分以上的134人，其中武陵分局90分以上27人，优秀率全市排名第一。
2010年，为贯彻落实中央大规模培训干部、大幅度提高干部素质的战略部署，根据国家工商总局党组提出的利用网络教学平台面向全系统，特别是基层广大工商行政管理人员开展远程培训，促进基层队伍建设和工作转型的要求，以及省工商局《关于印发（湖南省工商行政管理系统网络培训实施方案）的通知》，市工商局印发《常德市工商行政管理系统网络培训实施方案》，决定于2010年10月下旬至2011年年底，对全市工商系统县级工商局领导班子副职和基层工商所长开展网络培训。利用国家工商总局行政学院网络教学平台，依托工商办公网和互联网，充分发挥全系统现有信息技术基础设施、教学资源和管理队伍作用，积极推广工商行政管理理论研究成果。从县级工商局副职和基层工商所长培训开始，逐步面向全体干部；从有计划有组织的集中轮训开始，逐步转向干部自主选学；从推转变的关键年。根据国家工商总局《2001-2005全国工商行政管理系统教育培训规划》（简称《规划》）和省工商局干部教育培训有关要求，市工商局对“十五”期间全市工商系统干部教育培训工作进行周密安排。市工商局成立干部教育培训工作领导小组，由市工商局党组书记、副局长刘锦章任组长，人教科长、法制科长、办公室主任和各县级工商局分管人教工作的局长为成员。并召开两次专题会议，对全市工商系统干部教育培训工作进行部署，为推动全市工商系统干部教育培训工作奠定基础。依据《规划》和省工商局干部教育培训有关要求，制定科学合理的干部教育培训规划和实施方案。配备专职人员组织干部教育培训工作，编写实用性强、内容新、适合基层工商干部自学的执法工作手册，案例选编教材2000多册分发给每个执法人员，聘请市工商局机关各业务科室资深的科长（主任）和法律专业毕业或具有律师资格的同志担任专职教师，组织全市工商系统干部培训或利用各种会议以会代训30多场次。是年，市工商局举办科、局长及机关干部、直属分局股所（队）长业务培训2期，参训人员达460多人次，培训时间均在一周以上，发放培训资料500多份。同时，市工商局有关科室负责人和业务骨干、专业人才还分别深入各县级工商局授课38场（次），重点讲授新时期思想政治工作、计算机应用、市场管理、经检办案、企业个体注册监管、商标广告监管等方面知识，通过积极实施教育培训计划，广大工商干部受益匪浅，执法水平明显提高。为鼓励在职工干部自学，市工商局制定《常德市工商行政管理系统干部自学成长奖励办法》，对获得大专以上学历干部分层次予以精神与物质奖励，并列入优先择用后备干部范畴。市工商局党组高度重视干部教育培训经费核拨，是年，在经费紧张的情况下，拨付培训经费5万余元。
2002年，市工商局按照国家工商总局、省工商局干部教育培训有关要求，开展全市工商系统公务员依法行政持证、“四五”普法、电脑基础知识、世贸知识培训或以会代训等形式培训28次（期），参加人数达2389人次，发放培训资料、《工商人员必读》等教材6000多份（套）。
