2．采写要求
（1）快速出击。时间就是生命，这对于时效性强的专题来说也是如此。网络是无国界的全球媒体，任何重大、重要信息对于每一个网站来说都是可以自由传播的。面对众多网站的激烈竞争，谁能最快获取第一手信息，在第一时间抓住受众的注意力，谁就会在竞争中取胜。时效性强专题的特点以及竞争的需要决定其对于写作的要求之一就是“快”。在时效性强专题中如何做到“快”，就是要做到快速采访、快速写作、快速编辑和快速刊发。网站编辑在这个过程中要充分发挥组织调动工作，特别是组织有实战经验的专业信息采集人员，能在新闻第一现场快速获取信息，并且能快速写作、编辑，最后在网站刊发。
同时对于信息的更新频率也要求快。除了能在新闻第一现场获取信息，还要注重能连续地刊发相关的信息，满足受众各方面的信息需求。
（2）力求新鲜。“新鲜”包括时间新、内容新和形式新。在时间上要紧跟事态、事件的发生和发展，如果条件允许，最好能做到与事态、事件的发生和发展同步，也就是能现场直播。内容新则是要求在时效性强专题中及时更新内容，保证与事态、事件的发生和发展同步。形式新则要求专题的版面设计要有特色，要有新意。无论是平面媒体还是网络媒体，信息内容永远滞后于版面视觉，如何能抓住受众的注意力，页面形式效果便显得至关重要。同时标题的设计要新，这种新体现在标题的冲击力。受众一看到标题，就有想浏览下去的想法。
（3）全面报道。在时效性强专题中，全面是对其信息内容的要求。既要有最新事态、事件的进展，又要有事态、事件的背景介绍；既要有事态、事件的当事人、参与者、组织者的视角，同时又要有目击者和证人的视角；既要有正面人物的观点，又要有对方的看法；既要有专家的意见，又要有普通百姓的声音；既要有本网站的原创信息，又要有其他媒体的信息……。总之，与该事态、事件相关的各方面的情况都要有所体现。
（4）连续跟踪。对于时效性强的专题，目标受众最感兴趣的就是事件的最新进展或进程，特别是正在发生的事情。网络不同于传统媒体，传统纸质媒体由于其自身特性，很难在此时此刻进行报道；广播只能在其他播出的节目中进行插播或现场直播，得要求观众一直在听，否则很容易错过；电视也需要一定的制作流程，即使现场直播也同样要求观众必须守在电视机前，否则不能及时看到。传统媒体的不足往往是网络媒体优点，即使受众不在线，只要想看，随时打开网页就可以浏览。因此网络专题的制作要最大可能地发挥它的优势，紧跟事件的发展进程，把受众感兴趣的东西及时报道出来。

Introduction

《中华人民共和国劳动法》明确规定，国家对规定的职业制定职业技能鉴定标准，实行职业资格证书制度，由经过政府批准的考核鉴定机构负责对劳动者实施职业技能鉴定。
1994年以来，劳动和社会保障部职业技能鉴定中心、劳动和社会保障部教材办公室、中国劳动社会保障出版社组织有关方面专家、技术人员和职业培训教学管理人员实施教材建设，编写出版了涉及机械、电子、交通、建筑、商业、农业、饮食服务业等国民经济支柱产业中近80个通用职业（工种）的《职业技能鉴定教材》（以下简称《教材》）和《职业技能鉴定指导》（以下简称《指导》），对于推动职业技能鉴定工作，提高职业技能培训质量发挥了积极的作用。
2000年，国家实行在规定的职业（工种）中持职业资格证书就业上岗制度，并陆续颁布了《国家职业标准》（以下简称《标准》）。为满足广大劳动者取得职业资格证书的迫切要求，劳动和社会保障部教材办公室和中国劳动社会保障出版社在总结以往《教材》和《指导》编写经验的基础上，依据《标准》和市场需求，组织编写了网络编辑员职业的《教材》和《指导》。
《教材》以相应的《标准》为依据，内容上力求体现“以职业技能为核心、以职业活动为导向”的指导思想，坚持“考什么、编什么”的原则。结构上采用模块化方式，按照职业等级编写。在基本保证知识连贯性的基础上，力求浓缩精练，突出针对性、典型性、实用性。
《指导》包括学习要点、知识试题、技能试题及参考答案等内容，并配有知识和技能考核模拟试卷，是对《教材》的补充和完善，是沟通培训与考核的桥梁。
《教材》和《指导》均以《标准》规定的申报条件为编写起点，有助于准备参加考核鉴定的人员掌握考核鉴定的范围和内容，适合各级鉴定机构和培训机构组织考前强化培训和申请参加技能鉴定的人员自学使用，对于各类职业技术学校师生、相关行业技术人员均有重要的参考价值。
编写《教材》和《指导》有相当的难度，是一项探索性工作。由于时间仓促，缺乏经验，不足之处在所难免，恳切欢迎各使用单位和个人提出宝贵意见和建议。
