Author Description

谭峻，男，中国人民大学副教授，管理学博士；从事高等教育与科研近30年，主要研究方向：不动产政策与制度、不动产管理、土地测绘等。主持完成了联合国粮农组织合作项目“中国农村土地产权数据库建设及对政府决策的支持分析”、司法部国家法治与法学理论研究项目“土地权益保障与土地登记制度研究”（06SFB5027）、教育部人文社科规划项目“建筑物区分所有权登记制度研究”（08JA820035）等课题。出版著作和教材十余部：发表学术论文数十篇。其中《房地产产权产籍管理》和《地籍管理》是“北京市高等教育精品教材”和“国家级‘十一五’高校规划教材”，《地籍测量》获第五届西南西北优秀科技图书三等奖。代表作“浙江省基本农田易地有偿代保制度个案分析”的主要论点由国务院研究室采纳并编入国务院内参，受到国务院领导的肯定。

张璋，女，湖南永州人。北京联合大学讲师，土地资源管理硕士，中国人民大学在读博士生。曾发表过多篇与农村土地相关的期刊论文，对农村土地制度有持续和较深入的研究。参与了“土地权益保障与土地登记制度研究”、“土地产权管理与地籍基础业务建设调查”、“中国小城镇发展中的土地开发模式研究”等多项省部级课题研究，参与了《地籍管理的原理与方法》等教材的编写。

张丽亚，女，山东滕州人。1997年毕业于北京大学，获得理学学士学位。2011年获得中国人民大学公共管理专业硕士学位（MPA）。现任职于国土资源行政主管部门，长期从事土地调查、登记及地籍信息化建设等地籍管理工作，在地籍管理方面具有较丰富的实践经验和扎实的理论基础。

按行政体制设计，区县政府和镇、街应是市政府的下属机构，作为市政府在地方的代理，是维持制度运行的实际推动者。在地票出让之前，农民和村集体几乎涉及了制度运行的所有环节，是制度中的重要利益主体。区县土地整治储备机构是复垦整治项目的组织者。市土地整治储备机构是复垦整治项目的借款业主，银行是贷款人。土地复垦整治项目由专业的复垦机构实施，并由第三方机构进行项目验收，这些主体没有在利益链中扮演重要角色。地票交易时，农村土地交易所作为交易平台相对独立，市政府作为市场运行的监管机构。地票交易之后，地票竞得人成为地票的合法持有者，是制度运行末端的重要利益主体，由于择地事宜必须经市政府规划报批，因此，这一环节也同样涉及了市政府的国土管理部门。
（二）利益主体间的关系
地票交易制度中的主要利益有指标和增值收益。对于指标，无论是农民、村集体、政府还是竞得人，都有着强烈的获取动机，是利益争夺的主要焦点。随着地票拍卖价格的走高，地票价款的增值收益逐渐明显，增值收益的分配在政府和农民、村集体之间进行，是利益矛盾的另一焦点。另外，出于政绩考虑，市政府与区县政府之间也存在利益的不一致性。实地调研显示，地票交易制度中市政府与区县政府、区县政府与农民之间的利益矛盾最为突出。
