王巍，

中国金融博物馆理事长、中国并购公会会长、万盟并购集团董事长。

自1982年以来曾在众多境内外金融机构担任要职；直接策划、组织了几十家大型企业的改制、重组、上市与并购业务，长期担任中欧和长江等商学院客座教授、曾获得2012年美国并购论坛终身并购成就奖。2015年担任亚洲并购协会(AMAA)主席和全球金融博物馆协会(IFFM)联合主席。

2010年以来在天津、苏州、北京和上海等地分别创建了五家不同主题的金融博物馆，与任志强刘晓光等共同发起了中国金融博物馆书院，成为国内具社会影响力的读书平台。

第五章花 5400 万买来的美国

战争，总在以不和谐的节拍推进着全球疆域的分合。与此同时，工业革命让生产力发生质的飞跃，在欧洲国家与殖民地之间开掘着“鸿沟”。劳动分工在战争推动下激化国家矛盾，美国以债养战，在独立进程中走出一条金融资本主义的新路。

因税而战

1763 年，长达七年的英法战争结束，新登基的英王乔治三世刚 25 岁，尽管从法国人手中获得加拿大，北美十三个殖民地安然无恙，但是在军费严重透支财政的债务压力下，他的决策是冒险的 ——向从未伸过手的北美殖民地伸手。另一场战争的导火索点燃了。

1764 年，《食糖条例》颁布，要求北美殖民地大量购买英国食糖、咖啡、酒等商品；同年，《货币法》则禁止殖民地发行纸币，只能使用英镑；1765 年，《印花税法》通过，对所有印刷品直接征税；1767 年，《汤森法案》开始对殖民地急需的日用品开征高额关税，包括玻璃制品、纸张、铅、铁、棉花、颜料、茶、食糖、朗姆酒。因为殖民地在英国议会没有代表权，他们喊出“无代表，不纳税”的口号，断绝与英国的商贸往来，又通过加勒比海走私这些商品。抗议在升级，殖民地有理由拒绝向英王支付英法战争费用。1770 年 3 月 5 日，“波士顿屠杀案”英军射杀五个当地人。1773 年冬，英国东印度公司停靠在波士顿的茶叶运输船被革命人士炸开，大量茶叶倒进海里。“波士顿倾茶事件”促使英国通过“不可容忍法案”，封锁波士顿港，禁止各地集会。第一届大陆会议成立，呼吁当地人武装起来，与英国作战，成为即将来临的独立战争决策机构。

战争的第一枪，“莱克星顿的枪声”在 1775 年 4 月 19 日的波士顿远郊打响。英军听说当地藏有革命者武装与大量武器，千余名士兵前往镇压途中被当地民兵阻拦发生交火，百余人伤亡。8 月 23 日，年轻的英王宣布殖民地反抗为非法，声言“宁可不要头上的王冠，也绝不会放弃战争”。

1775 年 6 月，第二届大陆会议选举华盛顿，后来的美国国父，任大陆军总司令，行使对所有武装力量的指挥权。1776 年 3 月 17 日，英国皇家海军 100 多艘战船、3 万多正规军，在纽约曼哈顿南端对抗没有战船、没有正规训练的一万余人大陆军。战败后的大陆军且战且退，开始了长达四年、辗转南北的拖延战术。

《金融可以颠覆历史》成为 2013 年度的商业畅销书之一，还获得了2014 年第五届中国图书好书奖，这是意外的惊喜。这本书本来是在筹备和经营中国金融博物馆过程中个人对于金融史的学习感悟，应牛文文社长一再邀请，在他的《创业家》杂志上连载而得到各界关注。我在攀登珠穆朗玛峰期间，被金融博物馆同仁为推广博物馆而编辑成书，得到周其仁教授的长文推荐，加上拥有众多粉丝的任志强先生的推广，跃上龙门，拔帜登场，博同好者议论。周其仁教授和任志强主席在《金融可以颠覆历史》的序言中对“金融的本质”做了高屋建瓴的概括和提炼，对于理解本系列图书十分重要，因此放在书中，供读者参阅。

2013 年以来，中国人民银行启动了利率管制的市场化进程，也就是在20世纪80年代洗礼全球的金融自由化浪潮。互联网革命和伴随互联网生态诞生并成长起来的 80 后和 90 后新一代人终于登堂入室，成为社会的主流创新者和消费者群体。不仅金融观念，几乎所有社会观念和行为都在颠覆和被颠覆中。笔者这本小书能够进入年轻人的视野，真是机缘巧合。

一本书能提供给读者的是作者的感悟和认知，但更重要的是更多问题和对读者的知识体系的新挑战。到 2015 年 5 月，中国金融博物馆书院已经在各地举办了超过 200 场公益读书论坛，有 3 万多人参加。问题和挑战便是我们的创办宗旨，启蒙就是一个修复自我并带动大众一起思考的过程。我的这本小书得以提供一个重要话题和空间，令人欣慰。

2015 年，我参与创建的中国金融博物馆在北京又创立了第四家主题博物馆：互联网金融博物馆。同时，中国金融博物馆书院成立了理事会，任志强、刘晓光、赵长甲、俞敏洪、潘石屹等众多企业家共同推动全民阅读事业，在上海开办了首家外地分院，可喜可待。
