Content Description

随着新世纪第二个十年的到来，山东经济社会发展将进入一个新的阶段，经济发展方式转变步伐加快，城镇化进程积极推进，重点区域带动战略全面实施。落实好省委、省政府决策部署，构建有利于科学发展的体制机制，是财政部门面临的重大任务。为此，我们在2009～2010年组织省内16个市的财政科研力量，围绕支持山东半岛蓝色经济区建设的财政政策研究、地方政府投融资管理研究、促进城乡统筹发展的财政政策研究等专项课题进行联合协作攻关，在总结各地实践经验，分析发现存在问题的基础上，进一步研究探讨了相关财政政策调整的思路与措施。现将各课题成员单位的研究成果编辑出版，供广大财政理论与实际工作者参考。

山东半岛蓝色经济区作为一个新兴的开发建设区域，如何建立合理的财政政策体系、发挥公共财政的带动作用，是其加快发展的重要议题。自2009年以来，山东省市各级相继出台了蓝色经济区建设的实施规划和政策措施，并取得了阶段性的发展成果。本文立足潍坊实际，就如何推进蓝色经济区建设，试图从发挥财政政策的引导作用人手，提出一些思路和建议。
一、推进山东半岛蓝色经济区建设的政策定位
准确把握功能定位、扶持方向是制定财政政策的重要前提和基础。“蓝色经济区”有别于其他国家层面的区域经济开放开发区，其主要特色是以临港、涉海、海洋产业发达为特征，以科学开发海洋资源与保护生态环境为导向，以区域优势产业为特色，以经济、文化、社会、生态协调发展为前提，具有较强综合竞争力的经济功能区。基于这种目标定位，在财政政策规划布局中，应该把握好以下几点：
1．坚持一、二、三产业协调推进，不能简单复制工业园区建设的“老路子”。在扶持各类工业园区发展上，过去更多地运用税收、土地、企业周转金等优惠政策，注重对工业项目的引进建设，而对与之相配套的公共基础设施、生产生活服务业的扶持较少，没有形成相对健全的产业发展和生活配套体系，导致产生工业项目区的“孤岛”效应。
