研究房屋修缮信息管理系统及房屋周期性修缮标准、费用保障等相关政策。以直管公房全项目修缮试点、郊区城镇危旧房改造、高层住宅电梯维护保养、更新改造为重点内容，制订相关配套措施。在全市住宅小区中深入推行《上海市文明居住行为公约》，完善业主自我管理，提高物业服务水平，确保市民居住生活有序、稳定，开展《上海市住宅物业管理规定》修订及相关配套政策制度的制订工作，健全和完善政策法规体系，不断规范物业服务活动、物业服务市场和业主自我管理。强化962121物业服务呼叫平台的监管功能，完善各项工作制度，发挥其受理、处置、监督功能，切实解决市民居住生活中的“急、难、愁”问题。建立全市统一的物业管理招投标平台，以呼叫平台日常监督考核记录为重要参考依据，引导业主选择信誉好、服务佳的企业，推动物业服务行业良性发展和服务水平提升。
4.进一步落实住宅领域节能减排目标，推进住宅节能省地和产业现代化
一是继续推进住宅节能省地建设，落实新出让住宅用地全装修比例要求。落实关于加强住宅全装修建设管理的通知，健全过程监管机制，保障实施质量，落实居住区节水文件，实施监管、激励措施，推进居住区节水。以财政补贴机制为抓手，积极推进住宅65％节能标准和可再生能源利用。二是继续深化“四高”优秀小区创建和推进住宅产业现代化。落实“四高”优秀小区项目和建设部A级性能认定项目，促进“四节”、“四新”成果的集成应用，促进住宅综合性能的提高，研究制订加快推进住宅产业现代化的意见，明确下一阶段的发展目标、重点工作及推进新机制，促进住房建设模式的转型。三是加强住宅交付使用许可和质量管理。全面执行新的交付使用实施细则，重点落实分期建设配套设施同步交付的量化要求，全面落实住宅分户验收管理机制，把好住宅建设交付关。四是完善住宅配套建设机制，提升住宅配套管理水平。研究城市基础设施配套费征收和使用新的管理办法，完善住宅配套管理机制。开展住宅公建配套设施的补贴类型和标准修订的调研工作，扶持公益性公建配套设施建设，适应居民日益增长的公共服务需求。加强住宅配套项目的全程管理，规范管理程序，控制工程投资，提升住宅配套水平。

2010年是中国上海世博会举办之年，是全面实现“十一五”规划目标、高质量谋划好“十二五”发展的重要一年，全市人民面临非常光荣而又十分艰巨的任务。2010年全市发展环境总体好于2009年，但面临的形势极为复杂.世界经济出现积极变化，但复苏过程仍将缓慢曲折；国内经济总体向好，但回升基础还不稳定、不巩固、不平衡。上海经济正处于加快转型升级的关键时期，举办世博会，推进“四个中心”建设，加快高新技术产业化等都将为上海经济发展注入新的动力.我们坚信，只要全市上下振奋精神、勇往直前、改革创新、攻坚克难、扎实工作，一定能确保世博会成功举办，确保经济发展方式转变取得新进展，确保民生持续改善，确保社会和谐稳定，确保“十一五”规划目标全面实现和高质量谋划好“十二五”发展。
