2.研究建立新农保与有关社会保障制度的衔接政策
要研究建立与新农保相衔接的城镇居民养老保险制度、农村最低生活保障制度等农村社会保障政策以及失地农民和农民工等参保问题。首先要制定与城镇企业养老保险的衔接政策。要研究如何在企业养老保险框架内，建立低进低出的政策，方便进城农民缴费；对于因进城较晚，参加城镇企业养老保险后缴费年限不足15年的农民，应研究如何合理设置缴费基数，允许补缴一定年限的保费；允许返乡农民补缴新农保保费，实现养老保险关系的衔接；其次是制定与被征地农民保障衔接的政策。允许参加被征地养老保障的农民自愿选择是否参加新农保，实现个人专户资金与新农保个人账户资金合并计算；再次是要研究新农保与低保制度的衔接政策，使老年贫困农民切实得利。最后要加强社会保障信息系统的研究与开发，提高信息资源的共享和整合能力。
3.完善新型农村社会养老保险制度的资金筹集和分担机制
首先，扩大资金筹集渠道。积极向国家争取政策，加大对东北地区基础养老金补助力度；针对农民选择低档次缴费的情况，建立缴费补贴与缴费水平挂钩的机制，鼓励农民多缴费；允许有条件的地区在国家确定的基础养老金水平之外，适度提高基础养老金；加强农民养老保险金的征管，凡是符合新农保缴费资格的农民，可采取与农民养老金发放相挂钩等形式，想方设法劝导他们参加新农保，并履行缴费义务，为筹集新农保基金提供可靠保证。
