Book Abstract

首先，宝钢的“蓝领创新”以开放式的岗位责任制为基础，提倡职工以“顺心”、“顺手”、“顺带”的姿态和方式，把大量、经常、反复出现的现场问题，解决于一线。宝钢整合了合理化建议、自主管理、职工创新小组、职工创新工作室、员工创新活动基地5个创新梯次，构建了跨岗位、跨区域、跨专业的协同创新机制，形成了由个人到团队、由低端到高端逐步深入的全员创新体系，为一线蓝领工人的创新提供了有效的体系保障。宝钢知名的工人发明家孔利明20多年来为自己的“家庭实验室”投入了30多万元，他的许多发明都是在家中试验后再移植到施工现场。翻开孔利明的发明创造记录能看到一组数字：累计解决生产现场疑难杂症406项，完成科研39项，工艺改善297项，获国家专利201项，创造经济效益8700多万元。在宝钢，类似“孔利明式”的发明家、创造家已不是个案，科学研究、技术探索、课题攻关已经融人宝钢员工的日常工作中。正是宝钢多年来一如既往地推动完善“蓝领创新”制度环境，将企业的一线岗位建设成为孕育蓝领员工发明创新的一方沃土。国资委领导曾高度评价宝钢在职工创新方面的举措：“宝钢将职工技术创新纳入企业管理，搭建了职工创新小组、创新工作室、创新活动基地‘三位一体’的职工创新平台，组建了一支‘职工创新活动指导志愿者’队伍，建立了以激励职工创新为核心的一系列配套管理制度，形成了职工与企业共同发展的价值导向和对标一流、持续改进的创新文化。这些构成了宝钢‘蓝领创新’经验的丰富内涵。”
其次，宝钢集团建立了一套完善的创新激励体系，有效地将“激情创新”转化成为一线员工的“创新激情”。如“揭榜制”，就是由宝钢三热轧分厂探索实施的。以“招榜”的形式解决一线生产中的重难点问题，使普通蓝领也能“挑大梁”承担创新重任。对敢于揭榜并实施课题的员工，分厂赋予他们充分的自主权，动用一切力量提供支持，对有突破性成果的课题进行奖励。三热轧分厂的倪春华就是第一个“吃螃蟹”的人，当第一个课题“点状压入缺陷问题”招榜时，倪春华正好前期也在跟踪一些现场数据，他大胆揭榜，作为课题负责人，带领大家不断摸索，并与技术人员频繁沟通，终于找出缺陷产生的根源，45天内完成课题，使缺陷得到有效控制。“揭榜制”在宝钢只是众多“蓝领创新”的一个体现。宝钢股份不锈钢事业部炼铁厂的“卢江海创新工作室”，一年内提出13条合理化建议，创造26件实用新型专利、4件发明专利，荣登宝钢股份合理化建议积分排行榜榜首，被同事誉为“金点子大王”。宝钢对一线职工的创新奖励从10元到100万元不等，这充分体现了企业尊重劳动、尊重知识、尊重人才、尊重创新的态度和决心。

Introduction

2012年以来，国家技术创新工程继续深入实施，创新型企业建设取得了新的进展。科技部、国资委、全国总工会迄今已经认定了五批676家企业开展创新型企业试点工作，评价命名了三批356家创新型企业，各地也认定和命名了8000多家省级创新型（试点）企业。在各地、各部门的积极推动下，一大批具有较强创新能力和市场竞争力的创新型企业成长起来，在推动创新驱动发展战略实施和加快发展方式转变中发挥了重要的示范作用。
为了深入总结创新型企业建设经验，更好地发挥创新型企业建设的导向作用，科技部、国资委、全国总工会自2009年开始支持编撰系列年度报告——《中国创新型企业发展报告》（以下简称发展报告）o发展报告的研究对象和范围特指以下企业群体：一是科技部、国资委、全国总工会在国家层面认定和命名的创新型企业及试点企业；二是各地认定和命名的本地区创新型企业及试点企业。
《中国创新型企业发展报告2012》（以下简称本年度报告）是系列年度报告的第四卷。系统地分析和总结自2011年以来创新型企业建设的进展和成效，介绍各部门、地方推动创新型企业建设的做法和举措，探讨创新型企业成长的特点和规律，分析创新型企业典型案例。
