进行竞争力评价所依据的理论包括新古典经济增长理论、技术内生化经济增长论、波特的竞争力理论等多方面，其对国家竞争力的界定是变化的，对国家竞争力来源解释和评价指标的选择在不同时期是也有所变化的。但总体来看，WEF认为，国际贸易和国际金融的开放因素，政府预算、税收和管理因素，金融市场发展因素，运输、通信、能源和服务性基础设施因素，科学技术因素，企业组织、企业家、企业创新和风险经营的管理因素，劳动力市场及流动性因素，法规和政治体制因素八个因素是影响国家竞争力的主要因素，并按这八要素及其下设指标来进行排序。用来评价的数据包括两个部分，分别是来自有关机构的统计数据和向参评国家发放问卷获得的调查数据。八个要素中包含的统计数据与调查数据的比重各不同。在整个评价体系中，这八个要素被赋予不同的权重。

2.国家竞争力的核心因素

尽管以上对于国家竞争力的衡量模型影响深远，尤其是后两种，很多政府和民众都对自己国家在这些报告中的排名十分看重。但任何一种衡量模型都不能达到完美无缺，何况针对国家竞争力的考察还会面对可验证性的问题。

在国家竞争力评价的初期，一些诸如国际贸易状况等即时作用明显的因素处于评价体系中更为核心的位置，受到普遍重视。但随着对国家竞争力评价和研究的逐渐深入，人们开始注意到——一些对国家竞争力提升的即时效果不明显的因素，却往往体现着增强一国竞争力的原动力，从长远来看，这些因素对国家竞争力的提升具有更深远的作用，比如创新能力和高素质人力资源，等等。
