“双轮驱动”战略下的北京产业结构亟需快速转型升级，高技术产业和文化创意产业成为北京产业发展的重点，越来越多的高技术总部企业和文化创意总部企业开始在北京注册运营，为北京总部经济注入了新鲜血液，奠定了未来高端引领、创新驱动的发展路径。
（一）高技术及文化创意总部企业的认定
1.高技术产业总部企业的认定
我国对高技术产业的认定标准随着高新技术的发展而不断更新。科技部2008年颁布的《高新技术企业认定管理办法》中，将电子信息技术、生物与新医药技术、航空航天技术、新材料技术、高技术服务业、新能源及节能技术、资源与环境技术和高新技术改造传统产业共八大类行业中的企业认定为高新技术企业。
在2013年国家高技术产业（制造业）统计分类标准中，高技术产业（制造业）是指国民经济行业中研发投入强度（研发经费支出占主营业务收入的比重）相对较高的制造业行业，包括：医药制造，航空、航天器及设备制造，电子及通信设备制造，计算机及办公设备制造，医疗仪器设备及仪器仪表制造，信息化学品制造六大类。在2013年国家高技术产业（服务业）分类（试行）的统计标准中，高技术服务业是采用高技术手段为社会提供服务活动的集合，包括信息服务、电子商务服务、检验检测服务、专业技术服务业中的高技术服务、研发设计服务、科技成果转化服务、知识产权及相关法律服务、环境监测及治理服务和其他高技术服务九大类。
目前，在北京市使用的国民经济行业分类及统计标准中，上述的高技术行业主要分布在制造业，信息传输、软件和信息技术服务业，科学研究和技术服务业三大类行业中。
