Book Abstract

在对企业内部劳动者实行按劳分配之前，企业的自有收入首先要分解为积累和消费两个部分，积累部分用于企业的扩大再生产，消费部分构成了按劳分配的对象。在一个合理的经济体制中，企业消费增长是与企业生产的发展和积累的增长联系在一起的，企业的分配行为具有良好的激励作用和经济合理性。但是，在企业制度不合理、企业的预算约束软化、缺乏有效的约束与监督机制的条件下，企业的分配行为就可能与企业生产的发展和积累相脱离，导致重消费轻积累、工资收入与劳动效益脱节、不同部门和企业收入的盲目攀比等短期化行为。因此，为了保证按劳分配的实现，首先必须完善各种监督和约束机制，使企业的短期利益与长期利益紧密地结合起来。
企业内部消费基金的按劳分配主要是通过企业内部直接的劳动计量来实现的，企业根据不同的岗位、职责以及劳动的质量和数量来确定他们的报酬（包括工资、资金等形式）水平。但是，这一过程的实现也要借助于劳动力市场。因为，按劳分配首先需要对不同种和不同质的劳动进行比较和通约，从而在不同质的劳动和不同报酬之间形成合理的比例关系。只有把不同质的劳动化为量的差别之后，才能在企业内部对劳动进行监督和计算，而这一点离不开劳动力市场的作用，在社会主义市场经济中，按劳分配不仅要通过商品市场来实现，而且要以劳动力市场作为实现的中介。从生产力发展的要求看，在社会化大生产的条件下，技术结构和经济结构的不断变化，要求劳动者在不同部门和不同企业之间进行全面的经常性的流动，只有这样才能适应生产发展需要。从制度上看，在社会主义经济中，企业和劳动者都是相对独立的产权主体（一个是生产资料的产权，一个是劳动力的产权），具有不同的经济利益，因而，都需要按照成本和收益比较的原则进行双向选择，自由结合，对劳动力质量进行社会评价。从形式上看，这当然也是一种等价的商品交换关系，这是公有制下劳动力市场存在的经济基础。因此，传统计划经济体制下形成的“统包统配”式的就业制度不仅不符合市场经济的一般原则，而且与社会主义生产关系的本质相悖。自由择业不仅是市场经济中劳动者应有的权利，更是社会主义自由人联合体的本质表现和按劳分配的实现形式。随着市场化改革的不断深入，劳动力的自由流动越来越具有了市场化的性质。

众所周知，人们对于社会主义的认识，经历了从空想到科学的发展过程。马克思、恩格斯作为科学社会主义的创始人，与历史上空想社会主义者根本不同，他们不是从人类公平、正义等理性原则出发来批判资本主义，并在此基础上构想未来的理性王国，而是依据历史唯物主义的科学方法，通过对资本主义生产方式内在矛盾和运动规律的深刻分析，从中发现否定资本主义经济关系的种种物质因素，发现未来社会主义经济关系的最基本的特征。因此，在马克思、恩格斯的理论中，社会主义已不是人们头脑的主观想象了，而是资本主义生产方式矛盾运动本身提出的、用以解决这种矛盾的必然的方式。私有制下生产的盲目性和无政府状态与社会化大生产的矛盾，只能由社会占有生产资料的有计划的生产来代替；公有制的建立也就必然使一切阶级剥削和压迫被为全体劳动者的共同利益而进行的生产和分配所代替，等等。因此，这种基于对资本主义经济关系内在矛盾运动规律和发展趋势的深刻分析而得出的关于未来社会经济关系基本特征的理论，具有巨大的科学价值和理论意义。由于这些理论揭示了社会主义经济制度最基本的特征或原则，因而它直接规定了社会主义运动的一般目的和实质，指明了社会历史发展的基本趋势，成为社会主义革命和社会主义建设的重要指南。马克思、恩格斯关于社会主义经济理论的科学性已被后来的社会主义实践所证实，他们关于社会主义生产资料公有制、按劳分配、有计划发展等科学理论，已经通过亿万人民的革命实践而变为现实。这些理论的科学性也将为以后的社会主义实践所不断证实。
