本篇文章的内容是关于前苏联工作时间改革的。文章主要讲的是苏联时期要求员工一周７天都工作，后来觉得这样不好，于是提出一系列的改革，实行弹性工作制，以提高工作效率。
背景知识
说明：由于“苏联弹性工作时间”的阅读文章在２０１１年—２０１２年的考试中多次出现，而这方面的内容又比较专业，所以考生多了解这方面的背景知识就尤其重要。本文系统介绍了弹性工作时间的相关知识，供考生参考。
弹性工作时间是指在完成规定的工作任务的前提下，员工可以灵活自主地选择工作的具体时间安排，以代替统一、固定的上下班时间的制度。弹性工作时间有以下几种形式：
（１）建立自主型组织结构。在这种组织结构中，员工可以自主决定生产线的速度和工作时间。如瑞典的ＶＯＬＶＯ公司，该公司为了发挥团队合作的效率优势，从１９８８年开始，将装配线改为装配岛，员工从重复枯燥的流水线上解脱出来，８～１０人一组，灵活合作，每组可以自己决定生产时间和休息时间。有资料介绍，德国有２５％、瑞典有２０％、美国有１５％的工作场所实行的是这种弹性工作制。
（２）工作分担方案。该计划允许由两个或更多的人来分担一个完整的全日制工作。比如，企业可以决定一周有４０小时的工作，由两个人来分担。其中一个人上午工作，另一个人则可以在下午工作。
（３）临时性工作分担方案。这种方案主要在企业困难的时候采用，企业用临时削减员工工作时间的方法来代替临时解雇员工的现象出现。
（４）弹性工作地点方案。只要员工能够完成单位指定的任务，单位允许员工在家里或在离家很近的其他办公室中完成自己的工作。
（５）选择弹性工作时间。欧洲的一些企业规定，员工可以在第一年的下半年选择自己在下一年每个月愿意工作的时间，从而使员工有更灵活自由的时间去处理个人事务或进修学习。比如说，一个全日制工作者可以选择下一年每个月工作１７３个小时。再比如，一个希望平均每个月工作１００小时的员工，可以在一月份工作１５０小时，而在二月份只工作５０
小时，剩下的时间可以去滑冰等。
（６）核心时间与弹性时间结合。企业可以决定一个工作日的工作时间由核心工作时间（通常为５个小时）和早晚的弹性工作时间组成。核心工作时间是每天某几个小时所有员工必须上班的时间，弹性工作时间是员工可以自由选定上下班的时间。
（７）工作任务中心制。公司对员工的劳动只考核其是否完成了工作任务，不规定具体时间，只要在所要求的期限内按质量完成任务就照付薪酬。
（８）紧缩工作时间制。员工可以将１个星期内的工作紧缩在２～３天内完成，剩余的时间自己安排“充电”。
