Book Abstract

面对动荡的世界金融体系
非常荣幸，由我来做新浪·长安讲坛的第一场演讲。
今天的题目是“面对动荡的世界金融体系”，或者说，“面对不稳定的世界金融体系”。这是一个世界性的话题，超越了国界，超越了经济体的各种边界。在美国次贷危机进一步恶化的过程中，世界上每一个人都感受到国际金融体系的动荡，甚至是危机，危机对每个人的生活可能都会产生影响。
为什么说世界金融体系不稳定呢?有两大因素，第一就是货币体系。首先我们讨论一下，什么叫货币体系?比如中国现在是纸币体系，由中
央银行发行纸币在全国范围流通，不具有国际性的特点。由于货币在国内流通，多了或少了，马上会在经济运行中体现出来，比如通货膨胀也好，你是财政赤字也好，你是投资过热也好，等等，你马上就会反映出来，而且你没法转嫁你的风险，你的这个风险全在你的这个范围里边，因为你就是一个国家的货币，一个民族的货币，这个货币是在有边界的范围里边，你的问题也就是你的问题，你很难转嫁给别人。转嫁给别人
你要通过汇率，汇率会发生调整，别人就会利用你这个多发货币产生的影响，把你堵在你的门里边，你是出不去的。
其他国家基本也是这样，甚至现在的欧元基本也是这样，欧元现在越来越多地被我们当成一个国际货币在用了，这是后面要讲的一个未来发展趋势的问题。但是欧元它也是在欧元区，它跨国了，它是原来的国家把货币都放弃了，然后它单独成立了一个中央银行，就叫做欧洲中央银行，然后它发欧元，欧元在欧元区里边使用，它至少在前几年要出现问题，欧元发多了，它要出现通货膨胀也基本是在这个范围里边它承担这些后果，马上会显示出来，这个风险马上会显示出来，债务、信用等等这些风险马上会显示出来。

由“中国经济50人论坛”主办的长安讲坛（原名“长安论坛”），从2001年开始到现在，已经举办了100期了。呈现在读者面前的，是在这个讲坛上，中国经济学者所做的100期演讲中的一部分记录，我们把它们选编成一个文集，以庆贺“长安讲坛”100期。
“中国经济50人论坛”完全是一个非官方的学术组织，其目的是使一些学者能够经常地相互交流与沟通，定期或不定期地在一起讨论一些大家正在进行着的研究课题，相互启发一些研究思路。它不像美国的总统经济顾问委员会，是一个政府机构，也不像法国总理府搞的“经济40人”、德国科学院的“智人团”等，多少有些“官方色彩”。中国经济50人论坛完全像是一个“同人会”，尽管它的一些成员有政府职位，尽管在最初的成立阶段，国家信息中心和中国经济信息网起到了重要的组织方面的支持，但它本身不是一个（也没有意图成为一个）正式的机构，而是一些经济学者自发组织进行交流的平台。
“中国经济50人论坛”成立以来，搞了不少“封闭式”（没有媒体报道）的研讨会，但“长安讲坛”则是一个面对公众的政策讲坛，对任何参加者都不收取任何费用，每次活动请一位专家或学者，就自己近期研究的一个问题，作40～60分钟的演讲，然后听取听众的批评、提问，并答疑、讨论30分钟，在一个半小时的时间里，可以将一个问题相当深入地讨论一番。对听众来说，可以从专家的演讲和答疑中获得大量的信息、知识，可快捷地了解到这一方面问题目前研究的前沿状况；而对讲演者来说，这不仅是一个发布自己研究成果的讲坛，也是一个直接听取批评、发现问题、得到反馈、以便改进自己研究的绝好机会。“中国经济50人论坛”几年来坚持每两个星期搞一次“长安论坛”，几乎所有在经济理论和经济政策领域里有所建树的学者、专家，都到讲坛上宣讲过自己的研究成果，涉及范围广泛，讨论问题深入，回顾起来，已颇为壮观。
