Book Abstract

（四）第三阶段：澳大利亚金融战役的胜利结束（1984～1996）
国际炒家对澳大利亚的金融战打击极具远见和计划性，也不乏内应。
1.《坎贝尔报告（1981.11）》
1981年11月，澳大利亚国会坎贝尔委员会，即“澳大利亚金融制度调查委员会”发表了著名的《坎贝尔报告（1981.11）》。坎贝尔报告提出了10项错误建议，澳大利亚以放松管制为内容的金融自由化迅速全面铺开（注66）。在沃尔克冲击的严峻时刻，澳大利亚却开始放松金融管制，实施全面的金融私有化。
2.《坎贝尔报告（1981.11）》的主要内容
（1）取消银行间兼并的限制和新银行准入的障碍
后果：
①跨国资本无限制兼并。华尔街金融资本对澳大利亚财政金融体系的全面主导迅速完成，多头控股的六大银行，迅速变成华尔街银团控股的四大银行。澳大利亚形成了澳新银行、澳大利亚联邦银行、西太平洋银行和澳大利亚国民银行四大银行联手垄断，交叉控股的局面，使苏格兰银团的百年心血，一夜化为乌有。老百姓并不理解寡头垄断的历史含义，这就是金融战役。
②澳大利亚中小金融机构的数量激增，形势复杂，金融监管难度增加，背景复杂的恶性竞争迅速出现。澳大利亚商业银行的数量由1980年的15家，激增至1985年的34家。同期，金融企业由49家激增至111家。
（2）取消澳大利亚政府对金融业务的管理
1981～1985年，澳大利亚独立央行相继取消对金融机构存贷利率、存款期限和借贷数量的限制，同时扩大银行的业务范围，取消金融机构在业务分工方面的限制，允许金融机构的业务相互交叉。
后果：这种允许寡头交叉垄断和放弃政府监管的做法，让华尔街寡头在权力层面的全面控制，内容方面的无限垄断，控制层面的纵横垄断成为现实。罗氏银团驾驭了澳大利亚的金融，架空了澳大利亚政府。
（3）取消外汇管制，实施澳元全球化自由兑换
1983年12月12日，澳大利亚独立央行放任澳元自由浮动，同时允许包括澳元在内的热钱资金跨境自由流动，这让澳大利亚的虚拟经济迅速恶性膨胀。
后果：①澳元成为所谓的“国际炒家”反复买空卖空的目标，埋下了澳元汇率长期不稳定的战略隐患。蓄意制造这种潜在的不稳定对于澳元的国际化、可兑换化有着金融层面的深刻含义。
一方面，不稳定的汇率让澳元很难成为澳大利亚对外贸易的定价标尺。交易双方都感到的澳元汇率风险比美元或欧元大，人们会选择用美元、欧元来定价。最终这种独立央行蓄意制造的汇率不稳定和贸易风险必将迫使澳大利亚接受“某种形式的、没有汇率风险的世界货币”。
另一方面，这无疑影响了澳大利亚金融体系的基本稳定。1987年10月，澳大利亚股市崩盘和接踵而来的金融危机都与此有直接关联。这是金融私有化、政权央行化、资本自由化、产业证券化、管理跨国化、国家公司化、财政债务化、货币国际债权人化的历史后果。这是新殖民主义体制，这是跨国金融僭主世袭家天下体制。
②汇率波动产生排挤效应。从宏观来说，多国货币并存，局部看似繁琐，却有利于人类社会的健康发展，有利于保障各国人民的选择权和财产权。从微观来说，汇率不稳定的货币用于具体的商业买卖，无疑风险较大。中长期合同、大宗交易合同对于汇率的波动更加敏感，波动造成的损失也更大一些。
跨国垄断金融资本通过各国所谓的独立央行，蓄意制造复杂的汇率异常，罗氏银团以此迫使各国政府只能采用罗氏银团发行的美联储券（美元）、欧洲银行券（欧元）、日本银行券（日元）来定价。美元金融避风港的效应和世界货币的幸福展望，不断凸现出来。
这是金融战役中一个常见的金融战役策略：汇率波动排挤效应。罗氏银团完成了对澳大利亚央行和信用的法理层面、政治层面和金融层面的控制后，美元化的澳元又成为热门的贸易货币。这一冷一热的本质，深刻地反映了金融僭主体制的丑恶与强大。
（4）开放金融市场，允许外资银行进入澳大利亚
后果：澳大利亚金融殖民化的进程迅速加快。华尔街银行澳洲分行和华尔街银团新控股的澳大利亚银行，形成了金融僭主体制在澳大利亚实施金融垄断和统治独裁的双保险。
（5）改变证券市场规定，取消对股票市场佣金率和经纪人准入的限制
①1984年，澳大利亚央行取消了固定比率佣金制，代之以协商佣金制。后果：协商佣金制导致了深刻的、广泛的、不可预料的虚拟生产领域的成本不公正和信息不透明，大资本集团公开拥有了对散户和中小投资者的制度优势，这让过去至少表面的平等交易，变为了一边倒的黑幕交易。
②1985年，澳大利亚央行允许“跨国战略投资者”拥有本国证券经纪公司低于50％的股份。1987年进一步开放，允许外国投资者直接进入本国证券交易所进行交易，并可100％控股本国交易所会员、证券商的股份。后果：华尔街银团迅速控制了澳大利亚的经济命脉。高杠杆的衍生金融商品的超级虚拟生产迅速控制了正常的汇率和股市交易，衍生金融工具所主导的虚拟生产，迅速控制了澳大利亚实体经济。澳大利亚元、股票、债券、证券、商品期货成了金融赌场的筹码。汇率和股市涨跌不定，寡头可以任意操纵。
