我国现代房地产经纪行业是在改革开放之后，随着房地产业的发展而发展壮大的。1994年，我国（城市房地产管理法》明确了“房地产中介服务机构包括房地产咨询机构、房地产价格评估机构、房地产经纪机构等”，确立了房地产经纪的法律地位。2001年，原建设部颁发《城市房地产中介服务管理规定》，进一步完善了房地产经纪行业管理法规体系，并根据国际惯例，与人事部联合建立了房地产经纪人员职业资格制度。为引领房地产经纪行业规范健康发展，2006年，中国房地产估价师与房地产经纪人学会发布了《房地产经纪执业规则》和《房地产经纪业务合同推荐文本》，开通了房地产经纪信用档案，开展了房地产经纪机构资信评价，发布了房地产交易风险提示，通报了房地产经纪典型违法违规案件。经过几年的不懈努力和探索，初步形成了以房地产经纪人员执业资格注册管理制度为核心，以诚信建设和资信评价为基础，以案件通报和风险提示为手段，以规则制定、制度设计为引导的房地产经纪行业自律管理框架体系。

Book Abstract

在原始社会早期和中期的漫长年代里，没有商品生产和商品交换。到了原始社会后期，人类社会发生了第一次大规模的社会分工，即畜牧业和农业的分离。分工促进了劳动生产率的提高，农业部落和畜牧业部落都有了剩余产品，同时，不同部落都需要自己所不能生产的产品，从而既有了商品交换的需要，又有了商品交换的可能。
随着生产力的进一步发展，在父系氏族公社时期，发生了第二次社会大分工，即手工业和农业的分离。手工业从农业中分离出来，便出现了以交换为目的的商品生产者，使得交换的范围不断扩大，数量也越来越多，商品交换的手段也由直接的物物交换发展为以贵金属货币为媒介的交换。
随着商品生产的进一步发展，商品交换的范围和规模不断扩大，商品生产者用来买卖商品的时间也越来越多。而买卖所费的时间会侵占他们的劳动时间。因此，商品交换活动同商品生产活动便产生了矛盾，特别是在商品行销区域不断扩大和远方市场出现以后，这种矛盾越来越突出。为了解决这种矛盾，客观上要求把商品交换事务从商品生产者那里独立出来，以利于商品生产的发展。于是社会上就出现了一种专门从事商品交换而不从事商品生产的人，这就是第三次社会大分工，即商业从生产中分离出来。第三次社会大分工创造了一个特殊的阶级——商人，创造了一个新的行业——商业，即专职媒介交换的行业。因而商品交换形式也由简单的商品流通形式，发展到以商业为媒介的“货币——商品——货币”的发达商品流通形式。
最初的商品交换是分散进行的，没有固定的场所和时间。随着商品生产的发展，商品交换越来越频繁，于是出现了集市，把众多的买者和卖者集中到一起进行交易。但是在集市上，每一个人市者并非都对市场的情况了如指掌，熟谙交易技巧。这就需要那些经常出入于市场，了解市场情况，熟悉市场行情和交易技巧的人，在市场上充当交易的中介，公正、诚实地为交易双方牵线搭桥，提供服务，从而使交易迅速实现。
