由于美联储反应迟缓的传统以及理性保守主义观念，在20世纪80年代最初的3年里，货币政策剧烈地变化为抗击通胀的姿态。这令人十分欣喜，这说明当公众日趋成熟，领导者们在公共舞台上甘冒风险，长久以来的传统下也可以产出有魄力且独特的硕果。
在美联储这种环境中，这短暂的变革期间是极其罕见的例子，可以让人感受到创新并且在实践中不走寻常路。那个时期经济研究的员工报告都令我惊讶，至少是较我们以往的规则向前跨出了一大步。问题变得更加耐人寻味，知识分子和政治人物们忙碌于对此进行评论，学术及其他经济学家的观点更加恳切。所有我们雇佣进行基础研究的经济学家都发挥了实际价值。从那开始，我觉得美联储系统的研究，无论是管理委员会还是美联储银行进行的，都比顶级的学术研究更加复杂，能够与其相媲美。
