Book Abstract

区域集中型市场结构的界定及其影响——对中国“煤电冲突”的另一种解释
摘要：以“煤电冲突”为特征的煤、电企业纵向交易关系是体制改革和经济发展中的难题之一。本文运用反垄断执法中常用的相关市场界定方法进行研究，发现中国电煤市场并不是通常所认为的充分竞争市场，而是表现出明显的区域集中型市场结构特征。本文重点以东北地区电煤市场为例，分析这种区域集中型市场结构对煤炭企业谈判能力、电煤价格以及煤电上下游关系的影响，并对“煤电冲突”给予了另一种解释思路。

一、引言
近些年来，全国电煤的价格上涨较快，这对我国发电企业和下游行业产生了较大的影响，从而导致了“煤电冲突”。
发电企业作为产业链上的中间环节，受到上游煤炭企业和下游电网公司的双重挤压，一方面要面对电煤价格上涨所带来的成本提高，另一方面受下游垄断的电网公司的制约不能调整电价，无法将这部分成本转嫁出去。这样，在发电效率没有明显提高，或者没有动力提高效率的情况下，就难免出现亏损。虽然通过政府补贴可以暂时缓解亏损局面，但非长久之计。
从产业链的角度看，煤、电企业纵向交易关系可以概括为“三方主体”（即煤企—电厂—电网）和“两个环节”（一是发电企业与上游煤炭企业之间的交易关系；二是发电企业与电网公司之间的交易关系）。从竞争程度的角度看，煤炭行业相对较强，电力行业较弱，电网则是高度垄断。
