Book Abstract

自缔结《湿地公约》以来，国际社会越来越意识到加强湿地保护与进行生态恢复的重要性和迫切性。20世纪90年代以来，湿地恢复成为国际社会共同关注的焦点。我国经济的快速发展，对资源需求的不断增加，对湿地的人为干扰加剧，造成湿地的大面积退化。同时，湿地的严重退化对我国经济社会与生态环境产生了深刻的危机性影响，对退化湿地进行生态恢复成为我国湿地保护的重要内容之一。本章对湿地恢复的研究现状、湿地恢复理论、湿地恢复技术以及湿地恢复的设计进行了介绍，以期为我国湿地恢复提供借鉴。
4.1 湿地生态恢复概述
近年来，随着社会经济的迅速发展、人口的大量增加和城市化进程的不断加快，湿地正面临着区域生态环境破坏、自然景观消失、生物多样性减少、气候条件变化、生态系统结构和功能丧失等多种生态灾难，从而严重制约了湿地的进一步开发利用和湿地生态系统的保护。
鉴于湿地对整个生物圈的重要意义，人们开始关注湿地的开发利用，并致力于恢复由于人类干扰而遭到破坏的湿地生态系统。1996年9月，第五届国际湿地会议在澳大利亚西海岸的佩斯召开，大会的主题是“湿地的未来”，主要议题是讨论如何增强湿地效益，防止和解决湿地丧失、功能衰退、生物多样性减少等问题及保护与重建湿地的策略和措施。从本次大会来看，湿地的恢复与重建已成为世界各国科学家普遍关注的热点.
对于湿地生态恢复，虽然目前还没有一个统一的定义，但内容大同小异。例如彭少麟（2002）认为，湿地的生态恢复是指通过生态技术或生态工程对退化或消失的湿地进行修复或重建，再现干扰前的结构和功能以及相关的物理、化学和生物学特性，使其发挥应有的作用.陆健健（2006）将湿地的生态恢复定义为，在退化或丧失的湿地通过生态技术或生态工程进行生态系统结构的修复或重建，使其发挥原有的或预设的生态服务功能。湿地生态恢复的效果取决于湿地生态系统的自我维持能力。总之，湿地恢复均以退化或丧失的湿地为对象，通过各种技术来恢复干扰前的功能目标。一般情况下，被干扰的是湿地生态过程及功能。
近年来，国际科联环境问题科学委员会（SCOPE）将湿地的生态恢复与生态工程作为核心研究内容。湿地的保护和修复在欧美国家开展较早，尤其是美国（陆健健，2006）。美国自殖民时期以来，已经有50％的湿地消失，即使是现在，湿地仍然以每年80－160kmz的速度在消失。为了保护湿地，美国于1977年颁布了第一部专门的湿地保护法规。美国国家委员会、环保局、农业部和水域生态系统恢复委员会于1990年和1991年提出了在2010年前恢复受损河流6.4 ×105km2、湖地6.7 ×107km2、湿地4.0×104km2的庞大生态恢复计划。1995年，美国开始实施一项总投资为6.8 5亿美元的湿地项目，旨在重建佛罗里达州大沼泽湿地。该项目计划到2010年完成。

人类在发展文明、创造财富的同时也在改造着大自然，开发和利用使湿地资源受到严重的破坏，湿地类型和面积不断减少，生物多样性严重丧失，湿地生产力和环境净化功能日趋下降。随着人类对湿地生态功能认识的不断深入，世界各国越来越重视对湿地环境承载力、湿地生态服务功能以及湿地产业综合效益评估等方面的研究。
本书在系统总结国内外湿地研究成果的基础上，从以下几个方面对湿地生态系统的保护与评估进行了探讨和分析：湿地生态系统的结构与资源调查，湿地生态系统的演替分析，湿地的生态恢复，湿地生态系统服务功能及其价值评估，湿地生态系统健康评估，湿地环境承载力分析，湿地合理利用及其效益评估，湿地生态风险评估等。
