Author Description

戴维·莫斯（DavidA.Moss），哈佛大学商学院教授，现任教于该院企业、政府与国际经济（BGIE）教研部。1964年生于美国康涅狄格州。1986年康奈尔大学本科毕业后，先后在耶鲁大学获经济学硕士和历史学博士学位。曾在马萨诸塞州剑桥镇的公共政策咨询公司AbtAssociates任高级经济学家。莫斯教授创立了非盈利研究组织托宾项目（TobinProject），并且是全国社会保险学会会员。他的研究集中在经济政策特别是充当风险管理者的政府的作用。除了本书之外他还在该领域出版了《保障的社会化：进步时代的经济学家和美国社会政策的起源》、《七天读懂宏观经济》等著作。

何平，1965年5月生。中国人民大学财政金融学院副院长，货币金融系教授。1991年7月迄今，长期从事货币银行学（金融学）、货币金融史的教学与研究。出版专著《清代赋税政策研究》、合著《人民币国际化道路研究》等著作。先后出版译著《经济史上的教训》（冈崎哲二著）、《货币制度的世界史》（黑田明伸著）、《经济发展中的制度与组织》（冈崎哲二著）。2000年10月至2002年9月，在日本东京大学从事中日金融发展比较的博士后研究。2008-2009年，在美国哈佛大学从事美国联邦存款保险制度的博士后研究。

《别无他法：作为终极风险管理者的政府》：
要是在今天的话，这种资本逃离问题不会那样严重。明显的事实是，有限责任在每一个州普遍存在，此外，现在企业可以在一个州设立而自由地在另一个州开展业务。也就是说，如果缅因州有更吸引人的责任制度，但是，马萨诸塞州有更好的地点建立一个纺织厂，那么，一批投资者可以只在缅因州组建企业，而将他们的工厂建在马萨诸塞州。但是，在19世纪早期，很显然，这是不可能的。从1813年到1830年一连串的判决案件中，一个外来（outofstate）公司虽然有权力在本州提起诉讼，但是，一家公司在另一个州是否可以持有财产或者开办业务的问题，在1839年之前，几乎没有引起注意。另外，即使在那时，相关的规定也含糊不清。在1830年，如果投资者更喜欢某个特定州的责任制度，如果他们想利用它的好处的话，他们最有可能不得不将他们的公司建在那里。也就是说，当时马萨诸塞州面临的资本外逃问题的根源就在这里。
