华盛顿·欧文1783年4月3日出生于纽约。他的父亲叫威廉·欧文，母亲叫萨拉·欧文，他是家中第八个儿子，在十一个孩子中最小，有三个幼年时死去。
他父母虽然出身不错，但却是在卑微的环境中开始生活。他父亲出生于夏宾沙卡岛。他的家族在苏格兰是最受尊敬者之一，其血缘追溯到威廉·德·欧文恩（WilliamDeIrwyn），此人是罗伯特·布鲁斯的大臣和扈从。但在威廉·欧文出生时家族的命运逐渐衰败，按照喜欢冒险的奥克尼。岛民的习惯，少年威廉去了海上谋生。

他的本性中并非没有柔情，但是一般都将它压制下去，不予表露——他是个颇有个性、非常正直的人，深受同伴尊敬。他努力培养孩子，让他们在健康的宗教信条中长大，不给他们的生活里留下浅薄轻浮的余地。每周两次的半日休假，就有一次用作教理问答，星期天做三次礼拜，唯一的放松就是阅读《天路历程》。母亲则更亲切一些，她在感情的驱使下善于表露，她的温柔性格和杰出才智赢得了孩子们充满爱意的尊敬；若非如此，父亲在家中实行的冷漠严厉的戒律便无法忍受。他们敬畏父亲。他的虔诚未能唤起他们的任何宗教情感，对于似乎视一切令人开心的东西为邪恶的教义，他们感到厌恶。母亲长大后成了一名圣公会教徒，她遵守丈夫的宗教礼节和崇拜，但是决不赞同他僵硬的看法。孩子们排斥父亲的信条，后来只有一个加入美国圣公会。欧文为了确保能够逃脱，为了在仍然被迫去父亲所在的教堂时感到安全，早年便悄悄去三一教堂接受坚信礼。少年欧文充满活力和幽默，十分天真顽皮。对于宗教的严肃性他并不当真，觉得反感，这让他的母亲有些焦虑；他的传记作者说，她会在半带忧郁的赞赏中看着他，大喊道：“唉，欧文！你要是表现得好些就对啦！”他喜欢音乐，这后来在生活中变成了激情和对戏剧的强烈喜爱。这种暗自对戏剧的喜爱，最初是与一个多少比他年长却注定成为其文学伙伴的人一道产生的——此人便是詹姆斯·K.波尔丁，他妹妹就是欧文的哥哥威廉的妻子。
