Book Abstract

“厅级郎中”的由来
“奇文奇人奇事，厅级郎中今有之。把脉是开会，处方作批文。奇奇！”潍坊市“百寿堂”三楼研究室中，挂着这样一幅书法。条幅中间是一个大大的“奇”字，笔锋纵横恣肆，气势俊逸奔放，下面则是这样几句话。
这是山东省委原副书记、山东省政协原主席韩喜凯在1999年书写的。他高度概括了张奇文为医为官的人生之路。正是他的这幅书法，人们称呼张奇文“厅级郎中”由此而来。
已故著名老中医、成都市中医院儿科主任医师王静安也曾以“奇才奇书，当贺当读”为题，写下一篇文章，祝贺张奇文70岁生日。
他在文章中说：“印象中，张奇文是一位既重交情，又有才德的奇人。他被推上山东省卫生厅副厅长的高位，依然廉洁操守，谦虚谨慎，克己奉公，平等待人，为中医药事业作出了杰出贡献。”
“他始终坚持为群众看病，为高层领导保健，均不分贵贱，一视同仁。特别是退下领导岗位后，他重操旧业，沉潜社区，为百姓解除病痛。他能上能下，能官能民，依然故我，从容自然。在他身上，大将风度和名土风范都表现得如此完美。”因此，王静安发出由衷的感叹：“奇文，真奇人也！”张奇文乃奇人也。他为人正直，志存高远，尊老爱幼，提携后学，一生经历富有传奇色彩。自幼酷爱岐黄，刻苦钻研中医经典，四处拜师学习中医，博采众长，青年之时已名扬齐鲁，声震海内。三进三出泉城，无怨无悔服从组织安排，矢志不移，为弘扬中医药学术和中医药事业发展奔波。
他为医以当“明医”、勿当“名医”为要，崇尚以救死扶伤为医者天职，以必重医德而守原则为己任，其医德医术共馨而受到党和群众的赞誉。特别是离休后，他情系中医，心系儿童，兴办诊所，“开门问疾苦，闭户作文章”，造福桑梓百姓。
他为师本着“术业有专攻”、“育才选士，为国之本”的古训，对中医教育有着真知灼见，培养人才注重求真务实。如园丁，以战略眼光规划田园耕作，用辛勤汗水播撒智慧种子，用不懈努力促成栋梁之才成长。如蜡烛，在高台上发光，燃尽能量创造事业上的辉煌，烛影摇红，照亮后来者前进的方向。
他为官淡泊名利，废寝忘食，忧国忧民，德高望重。俯下身子倾听基层意见，冒着风雪夜访民间中医，“无悔一腔血，有意济苍生。”发表一系列振兴中医药的独家之言，出版鸿篇巨作，意在“指陈当世之宜，规划亿载之策”。
张奇文做奇事也。抓了“一老一小”工作。“老”，就是与周凤梧、丛林等编辑出版了《名老中医之路》一书；“小”，就是在山东中医学院创办全国第一个中医少年班。此举被称为开了全国中医药高等教育改革的先河。推动澳大利亚维多利亚州（省）中医立法成功。他利用七次赴澳讲学之余，协助居澳中医药界同仁争取到中医的合法地位，并由澳联邦政府教育部正式批准RMIT大学和墨尔本大学举办中医高等教育，成为西方第一个把中医药纳入正规教育的国家。
建立全国中医儿科分会。从1978年开始，他就与北京的王伯岳、南京的汀育仁等同道一起筹建中医儿科分会，召开了儿科中药剂型改革会议等一系列会议，为振兴中医儿科事业而四处奔波。
他担任山东省卫生厅副厅长期间，全省县（市）级中医院由原来的五十多所，不到5年猛增至一百三十余所，17个地市中医院相继建立。随后，召开了全省振兴中医大会，全省17个地市也相继召开振兴中医大会，层层贯彻落实省委、省政府“关于振兴山东省中医药事业的决定”的精神，使山东的中医工作走到了全国前列。
兴办“百寿堂”。张奇文离休之后，回到家乡潍坊，先办“本草阁”、“慈幼堂”，后办“百寿堂”，问病乡里，探索医药结合及培养中医药人才之路，探索农民如何充分利用中药解决难以支付的检查和药费问题。
张奇文写奇文也。他先后编写出版了18部大型著作，发表了近百篇学术论文。最值得一提的是他写的20条百寿堂寄语，既是自律之言，又是在勉励后学：“这里不是大学，但有在大学里学不到的东西。”“学贵沉潜，知其常才能达其变。”“自视当知其短，学人必见其长。”“志当存高远。只讲索取，不讲奉献，只顾眼前，不看未来，只讲报酬，不愿吃苦的人，不能成其大业。”
他还写了百寿堂拜师誓词：“积德行善，授业育人，为师一日，如父恩深；入门入室，沙里淘金，发皇古义＿博古通今；吃苦耐劳，事业要勤，修身养性，善待病人；海纳百川，壁立干仞，浩然正气，为国为民；上善若水，泽惠乾坤，不进则退，与时俱进；医乃仁术，奉献爱心，严于律己，宽以待人；忠孝仁义，天地师亲，以诚相见，言必执信；从零做起，学必认真，须知医理，博大精深；严师高徒，心心相印，不骄不躁，春满杏林。”与其说这是要求学生的行为规范，不如说是他自己承诺的行医信条和一辈子处世的人生轨迹。
