张学继，男，1963年5月生，湖南湘潭大学法学学士（1986年）、北京师范大学法律与政治研究所法学硕士（1989年），现任浙江省社会科学院历史研究所研究员，研究方向为中华民国史、中国宪政史。已经出版的著作有《出版巨擎一张元济传》、《民国前驱陈其美》、《陈其美与辛亥革命研究》、《蒋百里军事思想研究》、《张作霖幕府》、《留学史话》、《八桂骁将白崇禧传》、《陈立夫大传》、《黄郛传》等；参与编著《北洋军阀统治时期中国社会之变迁》（张静如、刘志强主编）、《中华民国史》第2编第5卷（李新总编）、《中国抗日战争大典》（执行主编）等。发表学术论文有：《论留日学生在立宪运动中的作用》、《民国初年的制宪之争》、《对四十年代“联合政府”问题的考察》、《有贺长雄，古德诺与民国初年的宪政体制问题》、《孙科与1943年——1946年的宪政运动》、《民国初年争夺制宪权的斗争》、《论民国时期的缩省运动》、《论蒋介石幕府》、《论近代军阀幕府》等数十篇

Book Abstract

张学良请战不成，备感失望，而救国会“七君子”事件的发生，更激起他的无比愤怒。11月22日，在日本侵略者施加的强大压力下，上海市市长吴铁城奉蒋介石的命令，命令上海市警察局逮捕了全国救国联合会的七位著名领袖--沈钧儒、章乃器、邹韬奋、王造时、李公朴、沙千里、史良七人。这是蒋公开镇压抗日救亡运动的倒行逆施之举。爱国者有罪！蒋的倒行逆施激怒了全国人民，各界人士谴责南京政府，要求立即释放被捕的七位爱国领袖。张学良走上联共抗日道路，与救国会领导人的帮助是分不开的。张学良认为救国会领袖与自己主张相同，意见一致，爱国无罪，因此格外关注这一事件。

为此，张学良于11月23日亲自驾机飞抵洛阳，晋见蒋介石，一是请求蒋批准东北军改编方案，二是要求将东北军开赴绥远抗日，三是当面请求释放被捕的“七君子”。在离开西安前，张学良对亲信谋士黎天才说：“他如果仍然那样蔑视我的意见，对发动抗战毫无诚意，我将要考虑自己的问题。”到洛阳后，张学良首先交上东北军改编方案，同时口头要求率领东北军赴绥远抗日。

对此，蒋答复说：“日本无意扩大绥东冲突，现在应该集中力量剿共。你的责任就是剿共，不许到绥远抗战。若要不然，就把你换掉。”张学良说：“东北军的士气，打日本可以，打内战，难。除非委员长去训话，安慰和鼓励他们一番。”蒋说：“我可以去临潼每天请一桌客，借此机会和东北将领谈话。”当时蒋的自信心很强，认为凭借老调重弹，可以统一军心。最后，张学良要求蒋介石释放救国会“七君子”，同时说明只有坚决领导抗日救亡运动的，才可称得上是中国的领袖，才能代表中华民族，才是中华民族之灵魂。蒋介石断然拒绝，张学良愤怒地质问道：“委员长这样专制，这样摧残爱国人士，和袁世凯、张宗昌有什么区别？”蒋介石一听，大发雷霆，指着张学良说：“全国只有你这样看，我是革命政府，我这样做，就是革命！”“除了到西北，除了你张汉聊，没有人敢这样对我讲话，没有人敢这样批评我。我是委员长，我没有错，我就是中国，中国没有我不成！”两人再次不欢而散，矛盾开始尖锐和表面化。当时，蒋介石已意识到“东北军之军心，为察绥战事而动摇；则剿共之举，几将功亏一篑”。

加之蒋的调兵遣将工作也已经接近完成，于是，蒋介石决定趁热打铁，再次前往西安，亲自坐镇指挥，加紧实施“围剿”陕甘宁苏区计划。蒋介石从洛阳动身前往西安之前，曾多次召集陈诚、蒋鼎文、卫立煌、钱大钧、万耀煌等高级将领开会或个别秘密谈话，军政部次长陈诚建议将东北军调出潼关，调往河南、安徽等地驻扎，同时将豫鄂皖绥靖主任公署改为委员长开封行营，以张学良为行营主任，以“作曲突徙薪之计”。陈诚还建议蒋介石最好留在洛阳不要动，或者干脆进驻国民党中央军控制下的甘肃平凉，西安绝对不能再去。当时在场的陈布雷、贺耀组、何廉等人也一致表示赞同陈诚的意见。但蒋却认为非自己去西安不可，否则不可能解决西北问题。他说：“我不去，能行吗？我去，总比别人去妥当些，可以向西安部队讲讲抗日和安内的道理。要抗日，一定先要安内。

要安内，必须剿灭共产党。如果联共抗日，共军兵力不多，主要靠我们去抗日，我们的实力就大大被消耗，这就实际上支援了共产党。所以我们不能上共产党的当。我相信，向东北军、十七路军讲讲这些问题，他们是会醒悟过来的。”当然，蒋介石之所以这样自信，与前不久不发一枪就平息了两广陈济棠、李宗仁发动的反蒋事变有关。西南问题比较容易得到解决，蒋有些得意忘形，认为西北问题总不会比西南问题更难解决。他很自信地对身边的人员说：“我相信我的威望可以克服一切困难。”
