冯国璋（1859—1919），毕业于北洋武备学堂。受袁世凯赏识，参与小站练兵。与段祺瑞、王士珍并称“北洋三杰”。民国后，出任江苏都督。袁世凯帝制自为失败，黎元洪继任大总统，冯为国璋副总统。后黎元洪与段祺瑞府院之争起，引发张勋复辟，黎元洪辞职，冯国璋进京以副总统代理大总统，通电讨伐张勋。张勋战败后，冯国璋依法将大总统职权还予黎元洪。后因政见向左，与段祺瑞分道扬镳，北洋军阀走向分裂。本书作者广搜资料，并实地考察京津及河间等地，采集了大量的口述、回忆资料。通过客观分析，给读者呈现了一个真实、全面的冯国璋形象。

彭秀良，1968年出生，河北省高碑店市人，现居石家庄。独立学者，研究方向为民国史、社会工作。著有《守望与开新：近代中国的社会工作》（河北教育出版社，2010）、《王士珍传》（中华书局，2013）、《一次读懂社会工作》（北京大学出版社，2014）、《段祺瑞传》（中华书局，2015）。

2013年5月，我在中华书局出版了《王士珍传》，首开为“北洋三杰”做传的先河。在此之前，我从未写过人物传记，更没想过要写出几本学术传记。出乎我的意料，《王士珍传》得到了很多人的赞许，并有人鼓励我将“北洋三杰”系列写完，以构成一套完整的人物传记。凑巧，中华书局近现代史编辑室欧阳红女士约请公孙訇先生写一本《冯国璋传》，公孙訇先生以年老体力不支为由恳辞，并向欧阳红女士力荐由我来撰写，我不能不应命。于是，经过十数月的艰苦努力，终于完成了书稿，心怀忐忑地交给读者去品评吧。
我写“北洋三杰”的内容，可能超出了历史教科书所下的定评，但我绝不是有意做历史翻案文章，而是要还原历史的本来面目。历史应该是有一定暖度的，而不应该被打扮成冷冰冰的面孔，否则我们又如何从历史研读中收获某些启示呢？对历史人物的研究，切不可预先贴上某种标签，然后再挑选史料去论证凭空设定的观点，那就不需要历史研究了。我极为赞同下面这段话：
历史人物研究的深化，需要发掘新鲜史料，开拓观察角度，把人物放回他当时生存的环境中去考察，从而得出可靠的结论。不能仅凭孤立的几条材料，就串缀概念，过度发挥。每一个人都可以成为历史学家研究的对象，但不要偏爱，不要狭隘，不要就事论事。治学要有更加宽广的眼光和冷静的思考。不仅琢磨研究的对象，还要琢磨这个对象周围的伙伴、同事和交往的人群，甚至要琢磨他们之间的前世今生。
我不敢说真正达到了“把人物放回他当时生存的环境中去考察”的目标，但自信有一份材料说一分话，不做凭空猜测，不做惊人之语，也尽量不落入先入为主的成见，尽可能还原冯国璋的历史原貌。本来写人物传记就是一件不落好的事情，社会上的成见左右着写作者的态度，传主后人的态度影响着写作者的情感，更可怕的是，写作者极有可能陷入为尊者讳的窠臼。稍一不慎，写出来的文字就会带上过多的个人感情色彩，这是学术传记写作中最忌讳的东西，但也是写作者很难摆脱的。我不知道自己是否做到了客观地叙述传主的人生历程，也不知道是否做到了不夹杂个人感情色彩地评价传主的历史贡献，但我敢保证，在这些方面我做出了最大的努力。
在这本书稿的写作过程中，我得到了很多人的帮助，感激之情难以言表。年已八旬的公孙訇先生不仅惠赐他珍藏的文献资料以及冯国璋家人的照片，还帮助我联系冯氏后人和诗经村的文史工作者，为我寻找资料、探访冯国璋故里提供了极大的便利，并为这本书作序，在这里对他表示最真挚的谢意。河间市西诗经村的李瑞林先生引导并陪同我参观“将军第”、冯国璋“国葬墓”和“家葬墓”，又提供了不少有关冯国璋的传说资料，也对他深致谢忱。冯国璋排行十九的孙女冯容女士更是给予了极大的关注与支持，她通读了全部书稿，不仅提出了一些很好的修改意见，而且帮助我订正了一些讹误之处，特别感谢她的付出。
