在《政治经济学新原理》中，西斯蒙第否认自由竞爭具有无限优越性的说法，指责资产阶级经济学家否认资本主义矛盾和把资本主义说成是合理的自然制度，并具体地指出了资本主义的矛盾。 西斯蒙第揭露了资本主义生产关系中的矛盾。他威觉到资本主义生产是自相矛盾的，它一方面刺激生产力和财富的自由发展，另一方面又限制着这种发展。他指出，在资本主义制度下存在着使用价值和交換价值间的矛盾，商品和货币间的矛盾，买和卖的矛盾，生产和消费的矛盾，资本和雇佣劳动的矛盾等等，随着生产力的发展，这些矛盾也将发展。他还觉察到达样一种根本性的矛盾：一方面是生产力和财富的无限发展，另一方面劳动群众只能获得最低限度的生活必需品。因此，在他看来，生产过剩的经济危机必然会发生，它是资本主义矛盾的必然结果。

第一章 政治学的双重目的
政治学的目的是、或者应当是为組成社会的人类謀求幸福。它寻求使人类得到符合他們本性的最大福利的手段；同时，它也耍寻求尽可能使更多的人共享这种福利的方法。任何一种政治科学都不应当忽視立法者努力奋斗的双重目的，即一方面耍叠面考虑人通过社会組織可能获得的幸福，另一方面要使所有的人共享这种幸福。如果立法者为了使所有的人得到同等的享受，而不能使某些杰出的个人得到充分的发展，如果他不允許任何人出类拔萃，如果他不能为同类找出一个模范，作为寻求公共利益的先驅，那末，他就沒有完成立法任务。如果只是以造成一些特权的人为目的，使一小撮人高高在上，而使其他一切的人因此受苦受难，那就更不能說他完成任务了。在某些国家里，人們并不受苦，但是他們也沒有相当的余暇或相当的安閑去尽情享乐和钻研学問，这种国家即使給予下层阶級很多的幸福的机会，它也只算是一个半文明国家。在某个国家里，如果广大人民群众經常威到匱之，生活极不稳定，意志被挫折，精神被嘶丧，人格被貶低，即使上层阶級获得至高无上的人类幸福，充分发揮一切才能，享有一切公民权利，极尽人间的乐事，这个国家仍是被奴役的国家。
