Author Description

弗雷德里克·S·米什金，美国哥伦比亚大学商学院研究生院银行和金融研究所阿尔弗雷德·勒纳（Alfred Lerner）讲座教授，美国国家经济研究局研究员，曾任东部经济学会主席。自1976年于美国麻省理工学院获经济学博士学位以来，他曾先后执教于美国的芝加哥大学、西北大学、普林斯顿大学和哥伦比亚大学，还担任中国人民大学的名誉教授。他的主要研究领域为货币政策及其对金融市场和总体经济的影响。他先后出版了20多本书，在《美国经济评论》、《政冶经济学杂志》、《计量经济学》、《经济学季刊》、《金融学杂志》、《货币经济学杂志》等刊物上发表了200多篇学术论文。

Book Abstract

由于更换工作涉及搜寻从而导致更高的摩擦性失业，劳动力中年轻人所占百分比的增加会提高自然失业率。从20世纪40年代到60年代，美国的出生率急剧上升，导致了“婴儿潮”。20年后这些年轻人开始进入劳动力，使16～24岁的工人在劳动力中所占的百分比从1960年的16.5%增加到1980年的24%。许多经济学家认为这一百分比的增加解释了从1960年到1980年自然失业率增加的大部分。从20世纪80年代起，16～24岁的年轻工人所占的百分比开始下降，到2010年下降到了14%以下。结果，自然失业率下降了略微超过0.5个百分点。
新生婴儿数从1945年的290万增加到1957年最高的430万，1973年又回落到310万。20世纪50年代出生率的上升导致70年代年轻工人人数的增加。但是，年轻工人的失业率较高，因此当“婴儿潮”的一代进入劳动力时，他们提高了平均失业水平。此后，随着“婴儿潮”的一代工人年龄增长，劳动力的平均年龄提高了，降低了90年代的平均失业率。
然而，这种人口变动不能充分解释失业的趋势，因为类似的趋势对那些固定的人口群体也是明显的。例如，25～54岁的男人的平均失业率从20世纪60年代的3%上升到80年代的6.1%。因此，尽管人口变动可能是这个时期失业增加的部分原因，但对长期趋势必定还有其他解释。
劳动力的构成。劳动力构成的三个其他的重要变动影响了自然失业率：囚犯的增加、领取残疾津贴的工人的增加、临时工使用的增加。
强有力的执法和更严厉的刑罚使得美国的囚犯增加了，在美国，工作年龄的人口中囚犯的百分比从0.3%上升到了现在的1%。这些最终入狱的人本来就不大可能具有企业要求的技能，因此本来会遭受更高的结构性失业。所以，这些人的入狱并离开劳动力应该会降低自然失业率。
从1984年以来，有关领取残疾津贴的资格的联邦规则放宽了，这导致工作年龄人口中离开劳动力而去领取残疾津贴的人所占比例从1984年的2.2%上升到今天的4%以上。由于申领残疾津贴的工人本来可能遭受更高的结构性失业，他们领取残疾津贴并离开劳动力也降低了自然失业率。
劳动市场的另一个变动是临时工使用的增加。雇用机构雇用的临时工占总就业的比例从1980年的0.5%上升到了现在的2%以上。工人可以在做临时工的同时仍然寻找工作，而不是处于失业状态。临时就业机会的增加降低了自然失业率。
囚犯、领取残疾津贴的工人以及临时工的增加三者加起来对自然失业率有很大的影响，估计表明，从20世纪80年代以来它们使自然失业率降低了略微超过1个百分点。
